for developments of this size. <br /> <br />Chairman Peterson - Stated that the City Engineer's report dated July 8 <br />states that he does not see any significant problems with drainage. Chairman <br />Peterson noted that Mr. Johnson will be required to keep his runoff on his own <br />land; he will have to provide drainage ponds. <br /> <br />Mr. Donahue - Inquired where the drainage ponds will be; all of the land has a <br />downhill slope to it. <br /> <br />Commissioner Shumway - Stated that depressions can be constructed right on the <br />lots that are designed to catch the flow. <br /> <br />Birdie Rotramel - Stated she already has a drainage problem on her property and <br />concerned that the development will add to her problems. Inquired if she would <br />receive only one assessment if the roads required resufacing. <br /> <br />Commissioner Deemer - Stated that Autumn Heights was not required to construct <br />ponding areas; the drainage was directed to Trott Brook. Mr. Johnson would <br />have to provide a 150% bond to make sure all items of the development agreement <br />are fulfilled. Ms. Rotramel would receive one assessment if and when <br />resurfacing takes place. <br /> <br />Mr. Donahue - Concerned that the area residents will have to pay to fix a road <br />ruined by heavy construction equipment. Inquired if the park will be developed <br />now that there will be more children in the area and if the park dedication <br />funds paid by Mr. Johnson are specifically for this area's park. <br /> <br />Commissioner Zimmerman - Stated that the Park Commission makes recommendations <br />regarding parks. <br /> <br />Chairman Peterson - Stated that park dedication funds are not necessarily spent <br />on the park in the area from which the funds were derived. <br /> <br />Commissioner Deemer - Road resurfacing costs are the responsibility of the <br />benefitting property owners. <br /> <br />Larry Hickman - Suggested that Mr. Johnson search for alternative access routes <br />to his property. <br /> <br />Commissioner Deemer - Noted that the dead end road in Autumn Heights was <br />intended to someday access the next parcel of property. <br /> <br />Birdie Rotramel - Stated that she was not notified of the public hearing and <br />Mr. Johnson's plans. <br /> <br />Chairman Peterson - Replied that law requires that all persons within 350' of <br />the subject properrty be notified; Ms. Rotramel is beyond that 350' limit. <br /> <br />Jeff Struvy - Inquired if Mr. Johnson would be willing to subdivide into just <br />lots now that he understands platting is not necessary. <br /> <br />Mr. Johnson - Stated that he would give some thought to subdividing into 2 <br /> <br />PAGE 3 OF 4 <br /> <br /> <br />
