his property. Stated that his neighbors, Jim and Betty Dillon, could not be
present but they are also opposed to Mr. Johnson's plat.

Tim Donahue - 16812 Nutria - Expressed concern with this 20 acres being
developed; heard that the property was sold with the condition that it be used
for a private residence only and not be developed; sale of the property was
under fraudulent conditions. There is no need to crowd 8 more homes into that
area. Additional traffic will create a need to resurface the road.

Mr. Johnson - Stated that he originally intended to develop 2 lots; one for his
son and one for himself; but things change.

Commissioner Zimmerman - Stated that any person owning land in Ramsey has the
right to develop that land. To not develop is not binding if there is not a
written agreement between Mr. Gotten and Mr. Johnson.

Jim Wendt - 8506 173rd Lane N.W. - Inquired when the City changed the rules to
allow for 2-1/2 acre lot sizes.

Commissioner Deemer - Stated that there is a 1 in 10 acre density requirement
in some parts of the City.

A1 Koenig- 17310 St. Francis Blvd. - Stated that he owns 20 acres north of Mr.
Johnson's property; would like to coordinate Johnson's platting with his
development plans for road alignment purposes.

Jim Wendt - Stated he owns land north of Koenig and also wants to coordinate
with Mr. Johnson and Mr. Koenig for the best road alignment.

Tom Mendenhall - 17000 Oackel - Stated he is not in favor of Mr. Johnson's
plat; moved to Ramsey for the rural and open space atmosphere and does not want
any more development around him. Stated that he feels the additional
development could cause septic and well problems; maximum water table in the
area is 12 feet.

Jeff Struvy - Stated that Mr. Johnson claims the City would not let him
subdivide the property into two lots; that it had to be platted.

Commissioner Deemer - Stated that platting was not Mr. Johnson's only option.

Mr. Johnson - Stated that it was his understanding that platting was the only
way he could go.

Birdie Rotramel - Stated that Cry. Rd. ~83 is the worst artery road in Ramsey;
the development will create for more traffic on this road. Suggested that if
the plat is approved it be done with 7 rather than 8 lots and with a second
access.

Tim Donahue - Inquired as to the price range of homes to be built on the
property. Inquired if a feasibility study was done for well damage.

Commissioner Deemer - Replied that the City cannot dictate style and price of
homes; only a minimum square footage. Feasibilitiy studies are not required
