Mr. Hickman inquired as to why the City let him put up a metal building and
noted that it is the nicest looking building on the lot.

Chairman Peterson stated that State Building Code also requires adequate toilet
facilities; if Mr. Hickman's existing facilities are adequate, the Commission
will not require additional toilet facilities.

Commissioner Zimmerman noted that the State Building Inspector has the .final
word on aequacy of toilet facilities.

Chairman Peterson stated that the connection between the new and existing
building was done without a building permit.

Ms. Norris replied that it was agreed between Mr. Wirz and Mr. Hickman that the
connection was a part of the building permit on the new structure.

Commissioner Hendriksen suggested that it might be necessary to conduct a
special meeting with Mr. Hickman to resolve some of these problems.

Commissioner Howell stated that a couple of members of the Economic Development
Commission should also work on this case.

Mr. Hickman stated that he is willing to work with the City but he does not
want to change the image of his business.

Commissioners Zimmerman and Hendriksen stated that they like Mr. Hickman's
business; the intent is not to change the business image; providing a
designated parking area is a small concession to make. The City is looking for
a sign of good faith that Mr. Hickman is willing to resolve some of these
issues by providing a professionally prepared site plan; the Commission will be
glad to meet with Mr. Hickman to work these issues out.

Motion by Commissioner Zimmerman and seconded by Commissioner Deemer that in
lieu of the amount of time already expended discussing this case and other
persons waiting to have their cases addressed, to direct that discussions
regarding Plants and Things close and to request that Mr. Hickman provide the
city with a registered lot survey and site plan within 90 days (regular October
meeting of the Planning and Zoning Commission).

Further Discussion: Mr. Hickman inquired about his 'Green Acres'
classification. Chairman Peterson stated that 'Green Acres' classification
will have to be determined by the City Assessor. Mr. Hickman requested that
Ms. Norris forward a letter to him regarding 'Green Acres' rights.

Motion carried.
