PLANNING AND ZONING COMI~ISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, June 17, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. NW, <br />Ramsey, Minnesota regarding Northstar Outdoor Education, Inc.'s request for a <br />conditional use permit to operate a canoe/tube rental business. <br /> <br />Members Present: <br /> <br />Mr. Kenneth Peterson, Chairman (arrived at 7:48 p.m.) <br />Mr. Gerald Zimmerman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. James Howell <br /> <br />Also Present: <br /> <br />Ms. Anne Norris, Community Development Director <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Benjamin Deemer <br /> <br />GALL TO Q~DgR <br /> <br />Acting Chairman Zimmerman called the public hearing to order at 7:35 p.m. <br /> <br />PUBLI~ H~NG BUSINESS <br /> <br />Mr. Richard Baker, 4851 Salish Circle NW, stated that he wished Mr. Jeff <br />Stedman were present, as he has a number of concerns he would like addressed. <br />Mr. Baker stated that there are bear in the park and he's afraid that customers <br />won't be alert and know how to handle them. <br /> <br />Commissioner Zimmerman questioned Ms. Norris on the entrance to the park. <br /> <br />Ms. Norris stated that the entrance is at the intersection of County Road #55 <br />and 179th Avenue NW. She also stated that the business will operate only <br />within the park area. <br /> <br />Mr. Baker expressed further concerns regarding garbage and that he hopes they <br />are responsible for clean-up on the grounds and parking lots. <br /> <br />Commissioner Zimmerman questioned how the area will be policed. <br /> <br />Ms. Norris said that Northstar will take care of the garbage and that this <br />stipulation is in the conditional use permit agreement. <br /> <br />Mr. Baker stated that they should report after a year on how the $.25 per can <br />deposit is working and that maybe it should be $1.00/can. Mr. Baker went on to <br />ask if they are going to continue to use the burning barrel in the park. <br /> <br />Commissioner Zimmerman stated that that is a County park policy and we have no <br />control over it.
