Ms. Norris stated that there is one building (a shelter) and that it needs to <br />be flood-proofed. Ms. Norris informed the Commission and concerned citizens <br />that the County will be holding a public hearing on this issue on Wednesday, <br />June 18, 1986. <br /> <br />Mr. George Adams, 4850 - 177th Avenue NW, said that he is also concerned about <br />the litter problem, as his lot borders 7th Avenue and the Rum River. He picked <br />up a 1/3 pick-up truck load of litter this spring and asked who is responsible <br />for this. Will the tubing add to the problem? Where are they going to exit? <br /> <br />Commissioner Zimmerman stated that they would operate only within the park and <br />would not go down the river any further than that. <br /> <br />Mr. Adams asked if the tubers have the option of where to get off. <br /> <br />Commissioner Zimmerman stated that they would be confined to within the park. <br /> <br />Chairman Peterson arrived at 7:48 p.m. <br /> <br />Mr. Baker asked if the Planning and Zoning Commission has final say in this <br />matter. <br /> <br />Ms. Norris stated that the P & Z Commission makes a recommendation to the City <br />Council and the City has the authority to deny or approve the request. That <br />approval is contingent upon the DNR certifying our action. The County is also <br />reviewing Northstar's request. <br /> <br />Mr. Baker asked if they have a permit. <br /> <br />Commission Zimmerman stated that they are operating without a permit.
