Ms. Norris stated that there is one building (a shelter) and that it needs to
be flood-proofed. Ms. Norris informed the Commission and concerned citizens
that the County will be holding a public hearing on this issue on Wednesday,
June 18, 1986.

Mr. George Adams, 4850 - 177th Avenue NW, said that he is also concerned about
the litter problem, as his lot borders 7th Avenue and the Rum River. He picked
up a 1/3 pick-up truck load of litter this spring and asked who is responsible
for this. Will the tubing add to the problem? Where are they going to exit?

Commissioner Zimmerman stated that they would operate only within the park and
would not go down the river any further than that.

Mr. Adams asked if the tubers have the option of where to get off.

Commissioner Zimmerman stated that they would be confined to within the park.

Chairman Peterson arrived at 7:48 p.m.

Mr. Baker asked if the Planning and Zoning Commission has final say in this
matter.

Ms. Norris stated that the P & Z Commission makes a recommendation to the City
Council and the City has the authority to deny or approve the request. That
approval is contingent upon the DNR certifying our action. The County is also
reviewing Northstar's request.

Mr. Baker asked if they have a permit.

Commission Zimmerman stated that they are operating without a permit. He
suggested that the two concerned gentlemen in the audience attend the County's
public hearing the following day.

~d~JOORNM~NT

The public hearing adjourned at 7:50 p.m.

Respectfully submitted,

Penny Curtis
Secretary

Anne Norris
Community Development Director

P & Z Public Hearing/June 17, 1986
