COMMISSION BUSINESS <br /> <br />Reque~ For Conditional Use Permit To Construct And OpeN~¢ A <br /> Cemetery At 5730 179th Lane NW; Case Of Mr. Bob Sylvester And <br /> Cro~s Of Hope Lutheran Church: <br /> <br />Pastor Olson, Bob Sylvester and Bill Jensen were present. <br /> <br />Mr. Sylvester stated that the church is located on a 10 acre parcel on 179th <br />Lane and is proposing to purchase the adjoining 10 acre parcel and develop a <br />cemetery on the southern 8 1/2 acres of the two combined parcels. A private <br />road and turn-around would be developed to serve the cemetery. There will be a <br />certain amount of landscaped area in the cemetery designated as non-burial <br />sites. There will be a buffer planted on the east and west for screening. The <br />northwest corner of the tract will be developed for burial activity. The <br />entire 8 1/2 acres will yield 6600 burial sites. The cemetery will be open to <br />the community. <br /> <br />Pastor Olson stated that Cross of Hope is connected with Lutheran Church of <br />America and therefore does not have complete control of the land; if Cross of <br />Hope defaults, LCA owns the land. Pastor Olson stated that according to State <br />law, a separate cemetery association is not required in the case of churches <br />but the church must have a perpetual fund for perpetual care. Pastor Olson <br />stated that the cemetery business is not a money maker for a long period of <br />time; there is expense involved in development of it and money from the sale of <br />lots must also go into the perpetual care fund. <br /> <br />Commissioner Deemer inquired if there is any language in the Church's charter <br />that would prevent the cemetery from being non-denominational, even if Cross of <br />Hope is not always in Ramsey. <br /> <br />Pastor Olson stated that there is not; it is stated in the contract that LCA <br />would be responsible for the upkeep of this cemetery forever. If the property <br />were sold, it is LCA's responsibility to see that those conditions are taken <br />care of. <br /> <br />Mrs. Beissel - Junkite St. - Inquired what impact cemeteries have on <br />surrounding land values. <br /> <br />Pastor Olson stated that one of the Church's neighbors contacted a realtor <br />about that issue and the realtor said cemeteries do not impact surrounding land <br />values. It is important to set the standard of maintenance from the start. <br /> <br />Mrs. Beissel - Stated she knows people in this kind of situation and their home <br />has been on the market for 4 years. <br /> <br />Mr. Beissel - Stated that he has heard that St. Francis regrets getting into <br />the cemetery business. Mr. Beissel stated he doesn't feel there is a need for <br />a cemetery in Ramsey. <br /> <br />Sue Hedemark - 17938 Iodine - Inquired about traffic control between Anoka and <br />this cemetery.
