PLANNING AND ZONING COMMISSION <br />I~3BLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA 00UNTY <br /> S~TE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission oonducted a public hearing on <br />Tuesday, February 4, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota regarding Mr. Wayne Knudson's request for a oonditional <br />use permit to operate a home occupation. <br /> <br />Members Present: <br /> <br />Mr. Kenneth Peterson, Chairman <br />Mr. Ben Deemer <br />Mr. Roy Shumway <br />Mr. Gerald Zimmerman <br />Mr. Jim Howell <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />City Planner Anne Norris <br /> <br />Chairman Peterson called the public hearing to order at 7:55 p.m. <br /> <br />Mr. Knudson and his attorney, Jim Nielson, were present. <br /> <br />Mr. Nielson stated that Mr. Knudson is petitioning for a conditional use permit <br />to operate a cement oontracting business from his new home to be located on a <br />20 acre parcel along Armstrong Blvd. Mr. Knudson also owns an adjoining 17-1/2 <br />acre parcel. Mr. Nielson then presented a video of Mr. Knudson's present <br />home/business in a residential area of Andover and the proposed location for <br />the home/business in Ramsey. Mr. Nielson stated that Concrete Concepts employs <br />25 persons; the only activity involved on the residential property will be 6-8 <br />employees arriving in the morning to get company equipment and those employees <br />returning the company equipment in the evening. The company equipment involves <br />t~o 1-ton trucks, one 1 1/2 ton truck, one 2-ton truck, 2 bobcats with <br />trailers. A 44' x 63' accessory building has been built on the property at <br />Armstrong Blvd. ~his building will house all company equipment, an office, two <br />horses and a farm tractor. Mr. Nielson noted that Concrete Concepts is not a <br />ready-mix company; Concrete Concepts installs basements and only provides men <br />to do the cement work and not the cement itself; customers of Concrete Concepts <br />do not come to Mr. Knudson's home to do business. There will be no stora§e of <br />fuels, contaminants, cleaning solvents, etc. on the property. The balance of <br />the property will be farmed. The property is screened on the north and south <br />by trees.
