9peration would be allowed to expand at this site if the conditional use permit
is granted.

Chairman Peterson - Replied that if the permit is granted, it would be under
specific conditions; if those conditions were to change, there would be another
public hearing and the neigbors of Mr. Knudson would be notified.

Mr. Nielson - Stated that the proposed conditions are that adequate off-street
parking would be provided, all machinery would be stored inside, exterior
displays or signs shall not exceed that permitted by city code (Mr. Knudson
has no signs at his current home/bus/ness), Ramsey reserves the right to
inspect the premises at any reasonable time if complaints are received, the
permit agreement shall be recorded as part of the applicant's deed, the
permit is subject to revocation and shall be reviewed by City Staff annually,
and violations of the permit shall be cause for immediate revocation of the
permit. Mr. Nielson noted that the pole barn has already been constructed on
the property and was done so with a building permit that was not necessary as
the land is zoned agriculture but Mr. Knudson wanted to be above board about
his intentions.

Mr. Volkman - Inquired how many more accessory structures Mr. Knudson would be
able to construct.

Commissioner Shtmrway - Replied that Ramsey City Code states that agriculture
parcels containing above a certain amount of acreage can have as much accessory
structure space as is needed.

Ms. Norris - Stated that it is the use and not the building that is in
question; business in not allowed in an agriculture/resident/al district;
additional accessory structure space would not be allowed for business use
unless Mr. Knudson reapplied and went through a public hearing to change the
conditions.

Debbie Volkman - Stated that her property adjoins Knudson's and noted that
there are all kinds of places in Ramsey that are more appropriate for storing
commercial vehicles. Presented a petition with approximately 40 signatures of
people opposing the granting of the conditional use permit. Stated that she
feels the value of her home will decrease because of a business next door.

~he Planning Commission received the petition.

Chairman Peterson stated that the request is not to rezone the area to
commercial; the Commission is considering a conditional use permit.

Mr. Nielson - Stated that a conditional use permit has certain restrictions on
it and unlike zoning, it doesn't always exist. Zoning does not have conditions
attached to it and the owner can expand if he is within the zoning guidelines.
A conditional use permit can be conditioned so as not to allow for expansion
and violations will serve as cause to lift it.

Resident - 15355 Eland - Inquired if there is a time period on the permit; if
the permitted use applies to the property or the landowner; who will monitor
the operation to make sure the permit is not being violated; and noted that Mr.
February 4, 1986
