Motion by Councilmember Elvig, seconded by Mayor Ramsey, to close the public hearing. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Backous, McGlone, <br />Strommen, Tossey, and Wise. Voting No: None. <br />The public hearing was closed at 7:10 p.m. <br />Council Business <br />Mayor Ramsey called the regular City Council meeting back to order at 7:10 p.m. <br />Motion by Councilmember Elvig, seconded by Mayor Ramsey to adopt Resolution #12-09-148A <br />adopting assessments for past -due charges on Municipal Utility Bills (which may include water, <br />sewer, street lighting, recycling, storm water charges and penalties incurred) and current services <br />rendered. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Backous, McGlone, <br />Strommen, Tossey and Wise. Voting No: None. <br />Finance Director Lund advised of the dates for payment and timing for certification to Anoka <br />County. <br />7. COUNCIL BUSINESS <br />7.01: Acknowledge Award of Two Trail Grants <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />briefed the community on the City's success in trail development during the last twelve months. <br />He presented a $100,000 check from the Mn/DNR to the City of Ramsey for the Central Park to <br />Alpine Drive trail. It was noted the funding for this program is from the Environmental and <br />Natural Resource Trust Fund and lawful gambling (lottery) dollars. Parks and Assistant Public <br />Works Superintendent Riverblood completed presentation of trail development. <br />Metropolitan Council Representative Reynoso commented on the City's successful partnerships <br />and vision. He presented a $1,120,000 check from the Metropolitan Council Transportation <br />Advisory Board to the City of Ramsey to construct three miles of the Mississippi River Trail. <br />Parks and Assistant Public Works Superintendent Riverblood stated it speaks to the collaboration <br />within the region and announced that Anoka County Parks, as part of this application, would take <br />down the local match for this grant, resulting in $300,000 of additional improvements to <br />Mississippi West Park. Parks and Assistant Public Works Superintendent Riverblood then <br />addressed future projects including the Mississippi Skyway and other a regional improvements. <br />Motion by Councilmember McGlone, seconded by Councilmember Backous, to acknowledge <br />and accept the award of two trail grants and authorize staff to begin project development. <br />City Council / September 25, 2012 <br />Page 5 of 7 <br />
