Case #6: Report on Waco Street N.W. Maintenance Problems.

Mr. Otto stated that Burns Township is upgrading their portion of Waco Street and is
concerned that each year there is an erosion problem on the Ramsey portion of Waco Street
that affects that portion of Waco Street in Burns. Mr. Otto noted that Public Works
Supervisor Merle Mevissen has indicated that the City spends approximately $800.00 per
year on maintaining the subject portion of Waco Street. Mr. Otto stated that there are two
alternatives to the problem.

Regrade and sod the ditches in the subject area for an estimated cost of
$3,000.00.

Grade and pave the North 250 feet of Waco Street in Ramsey with
construction of bituminous berms along each side of the street for an
estimated cost of $3,700.00.

Mr. Otto stated that the City has, in the past, taken funds from the General Fund to pay for
a road improvement for safety purposes.

Motion by Councilmember Peterson and seconded by Councilmember DeLuca to direct the
City Engineer to obtain an alternate bid in conjunction with the Burns Township
improvement project for the paving of the North 250 feet of Waco Street in Ramsey.

Motion carded. Voting Yes: Mayor Reimann, Councilmembers Peterson, DeLuca, Cich
and Pearson. Voting No: None.

Case #7:

Receive Bids for Bituminous Overlay Irnprovement PrQects 90-07 (Autumn
Heights, 90-08 (Woodland Green] and 90-09 (Halls Dover Acres).

Mr. Otto stated that the City received 10 bids on the 1990 bituminous overlay projects. The
lower bidder was Bauerly Brothers and the second lowest bidder was Northwest Asphalt.
At first City staff had proposed to recommend that the contract be awarded to Northwest
Asphalt because the bid from Bauerly Brothers was unbalanced. After further discussions
with Mn/DOT, it has been determined that it would be appropriate to award the bid to
Bauefly Brothers because while their bid may be mathematically unbalanced, it will not
materially affect the quality of the project and it will meet the specifications at the lowest
cost to the City.

Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt
Resolution //90-07-202 accepting bids for bituminous overlays for Autumn Heights,
Woodland Green and Halls Dover Acres (Improvement Projects 90-7, 8, and 9) and
awarding a contract to Bauerly Brothers for such improvement.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson, Cich
and DeLuca. Voting No: None.

City Council / July 10, 1990
