Case #8: Request for Purchase of Hose and Nozzles for Fire Department Tanker. <br /> <br />Mr. Hartley stated that the Fire Board is recommending the purchase of hoses and nozzles <br />for the new pumper and tanker. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt <br />Resolution g90-07-204 Authorizing the purchase of hoses and nozzles for the Ramsey Fire <br />Department tanker and pumper and adopting 1990 Budget Amendment #8. <br /> <br />Further discussion. Councilmember DeLuca inquired as to why trucks were purchased <br />without hoses. Mr. Hartley replied that it is more cost effective to purchase equipment <br />from separate companies. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Cich, DeLuca <br />and Peterson. Voting No: None. <br /> <br />Case #10: <br /> <br />Proposed Ordinances Establishing Rules and Regulations for Recreational <br />Boming Permits and Open Burn Disposal Permits. <br /> <br />Mr. Hartley stated that the proposed ordinances would establish rules for high and low <br />volume burning permits. <br /> <br />Councilmember Peterson and Mayor Reimann stated that the real concern is the large <br />volume or open burn permits and that permitting of recreational fires should be eliminated <br />and the additional staff time gained be used to strongly enforce open burn or large volume <br />fires. <br /> <br />Douglas Fountain - 15255 Garnet Street N.W. - Mr. Fountain stated that he thinks there is <br />an urgent need to regulate recreational fires because persons are violating the 3 foot <br />diameter size limit on recreational fa:es. <br /> <br />Councilmember Peterson replied that if persons violate the guidelines set for recreational <br />fires, they would be cited and fined heavily for not having an open burn permit. <br />Councilmembers DeLuca and Cich agreed that staff time is better used to strongly enforce <br />open burn permits. <br /> <br />City Council directed City staff to eliminate the proposed permitting requirement for <br />recreational fires and amend the proposed open burn ordinance to define what will qualify <br />as a recreational fire exempt from permitting requirements and amend the penalty section to <br />step up the fine for violation of the open burn permit. It was also suggested that the size <br />limit for recreational fires be amended to a maximum of 4 foot diameter to allow for the <br />different types of recreational fire pits that would be used. <br /> <br />Case #12: Financing for Public Facilities. <br /> <br />Mr. Hartley stated that he will be preparing a report regarding the need for additional public <br />facilities in Ramsey over the next 3 to 5 years which will include parks, expansion to City <br />Hall, Community Center, Public Works Garage, etc. When that report is prepared, the <br />City can look at an overall financing plan, one of which may include asking the voters for <br />authorization to finance the projects. <br /> <br />City Council / July 10, 1990 <br />Page 10 of 14 <br /> <br /> <br />
