Case gl:3; <br /> <br />A~lQpt R¢~01ution Approving Payment for Land Acquisition Damages to <br />GCrtain Owners of Property on 153rd Avenue N.W. <br /> <br />Councilmember Peterson noted that for many of the people affected by the extension of <br />153rd Avenue N.W., this is the first time they have had to go through a condemnation <br />procedure. Councilmember Peterson stated that he has received complaints regarding the <br />manner in which the firm hired by Ramsey to process the condemnation has been handling <br />the situation and the people. <br /> <br />Douglas Fountain - 15255 Garnet Street N.W. - Mr. Fountain confirmed Mr. Peterson's <br />report and stated that he was not impressed with the firm's negotiation tactics and their <br />apparent lack of knowledge regarding the project. <br /> <br />Mr. Goodrich stated that he has written to all people with whom an agreement for right-of- <br />way acquisition has not been reached asking them to contact him, but he has not received <br />any responses. Mr. Goodrich stated that he will also talk to the firm which is processing <br />the condemnation for Ramsey and instruct them to be more sensitive to the feelings of the <br />property owners. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution 4/90-07-204 approving payment for land acquisition damages to certain owners <br />of property on 153rd Avenue N.W. <br /> <br />Further Discussion. Councilmember DeLuca inquired as to why this particular f'rrm was <br />chosen to be the City's representative in this condemnation process. Mr. Hartley stated that <br />the firm was recommended by Mr. Mefland Otto based on his involvement with them in <br />another project which included land acquisition. Mr. Otto noted that one of the firm's <br />employees is very familiar with relocation processes and that process was anticipated to be <br />one of the situations to be dealt with on the 153rd Avenue Project. Councilmember <br />Pearson stated that he has been contacted by one of the affected property owners and they <br />were extremely happy with the way in which the process was handled. Mr. Goodrich <br />stated that apparently 8 of the property owners are happy with the way in which the process <br />was handled because they have settled. However, there is no way to please all of the <br />people in matters like this but there is also no reason for the appraisal firm not be <br />responsive to the property owners. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Cich. Voting No: None. Abstain: CouncilmemberPeterson. <br /> <br />Mr. Goodrich noted that the initial hearing with those property owners scheduled for <br />condemnation is schedule for August 2, 1990. Construction will begin in the areas of <br />acquired right-of-way as soon as Mn/DOT approves the plans and specifications for 153rd <br />Avenue N.W. <br /> <br />Case #14; Review Annual Salary_ Increase for Chief of Police. <br /> <br />Personnel Coordinator Kay McAloney stated that per Council's request, information has <br />been compiled regarding comparison of wages in the Metropolitan Area for 1990, where <br />other City of Ramsey Department Heads and the City Administrator are in their salary <br /> <br />City Council / July 10, 1990 <br />Page 11 of 14 <br /> <br /> <br />
