ranges internally and in comparison to other cities in the Stanton Group 5, and a <br />comparison of benefits earned by all members of City Staff. <br /> <br />Kay McAloney noted that the City contribution to FICA and PERA for exempt and <br />AFSCME personnel amounts to 11.99% per year, which is very comparable to the 12% <br />PERA contributed for police personnel; there are no FICA contributions for police <br />personnel. <br /> <br />Councilmember Cich stated that the Personnel Committee's recommendation for a salary <br />increase for Police Chief Auspos was based on the responsibilities of the position and the <br />need to create a salary percentage differential between top patrol and the Chief positions to <br />allow a salary range for a secondary supervisor at some point in the future. <br />Councilmember Cich noted that there has been some discussion regarding the Police <br />Chief's salary in comparison with that of the City Administrator and noted that the Chief <br />has 20 years of experience with the City. <br /> <br />Mayor Reimann stated that he believes the salary of the Police Chief should not exceed that <br />of the Chief Administrator of the City. <br /> <br />Councilmember DeLuca recalled that the only way he would be in favor of the proposed <br />increase to the Chief's salary was that if the salaries of other department heads and the City <br />Administrator were also reviewed. Councilmember DeLuca also recalled that when Mr. <br />Hartley's employment contract was reviewed, the City Council determined it was <br />appropriate to "pinch pennies". <br /> <br />Councilmember Peterson replied that Police Chief Auspos' performance was the basis for <br />his decision to accept the recommendation of the Personnel Committee regarding a salary <br />increase, and that previous experience and longevity should also be taken into <br />consideration. <br /> <br />Police Chief Auspos proceeded to clarify his situation regarding compensatory time eamed. <br />Chief Auspos stated that he considers himself salaried and if it takes 30 or 60 hours to <br />fulfill his responsibilities, so be it; that he only claims comp time when he has to work a <br />shift for an officer who is on vacation or sick leave. Chief Auspos noted that the increase <br />he is requesting still places him 12% to 16% below the average salary for other Police <br />Chiefs in the Metropolitan Area. Chief Auspos also noted that unlike many other Police <br />Departments, he is responsible for 13,000 people with no supervisory personnel and no <br />private secretary but he has as much responsibility as those that have many personnel <br />reporting to them. <br /> <br />Motion by Mayor Reimann to grant Police Chief Auspos an annual salary increase of 3% <br />for 1989 and 3% for 1990. <br /> <br />Motion failed for lack of a second. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to authorize an <br />annual salary increase for Police Chief Michael Auspos of 4% in 1989 and 4% in 1990. <br /> <br />Motion carried.
