Case #15: Receive Letter of Resignation from Brace Hoeke. <br /> <br />Mayor Reimann stated that he has discussed the issue of resignation as Fire Chief with Mr. <br />Hoeke. Mr. Hoeke has indicated that the responsibilities with the position were expanding <br />and when he sought assistance, there was conflict on the Fire Board. <br /> <br />Councilmember Pearson conf'mned that there have been some issues of conflict, but that is <br />understandable when a Fire Department is in the process of getting organized. If <br />necessary, the Fire Board will schedule another meeting to try and resolve some of the <br />problems. <br /> <br />Councilmember Cich stated that Fire Chief Hoeke wanted assistance in the way of <br />assigning Captains and Lieutenants, but it seemed that those positions were being created <br />without any regard for qualifications. Councilmember Cich presented City Council with <br />copies of what he feels are appropriate guidelines and parameters for leadership positions in <br />the Fire Department. Councilmember Cich noted that it was also necessary for the Fire <br />Board to meet approximately every 3 weeks as a result of poor planning practices in the <br />Fire Department. <br /> <br />Mayor Reimann requested that the Fire Board meet to resolve some of the issues of <br />conflict. <br /> <br />Case #16: Conditional Use Permit for Horses. <br /> <br />Councilmember Cich stated that he has been contacted by Willard Breu regarding concerns <br />with the $250.00 fee required to obtain a conditional use permit to have horses on less than <br />3 acres. <br /> <br />Planning Assistant Frolik indicated that the standard conditional use permit cost is a <br />$100.00 non-refundable application fee and a $150.00 escrow deposit. Ms. Frolik <br />explained that any fund balance remaining the $150.00 escrow account will be returned to <br />the applicant upon completion of the conditional use permit process. <br /> <br />Councilmember Cich directed Ms. Frolik to contact Willard Breu and explain the fees to <br />him. <br /> <br />Case #17: Monitor Wells at the Anoka Regional Landfill Site. <br /> <br />Councilmember Cich brought up for discussion reports from Hakanson Anderson and <br />Wenck Associates regarding discrepancies in the findings resulting from well monitoring at <br />the landfill and subsequent approval of those findings by the PCAand Anoka County. <br /> <br />Mr. Otto stated that the monitoring system has been revamped and the format in which the <br />data is supplied prohibits doing a trend analysis. Mr. Otto stated that the data submitted has <br />gaps and in some instances, contaminants show up in one well and then no longer is that <br />well tested. Mr. Otto stated that one of the other concerns is that often times you become <br />inundated with paper, that nobody has the manpower, money or the commitment to <br />analyze; and that has been the case at PCA and Anoka County.
