CITY OF RAMSEY <br />PUBLIC HEARING <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, July 24, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding proposed <br />address and street name changes. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka (arrived 7:30 p.m.) <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public heating to order at 7:05 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Hartley stated that the purpose of this hearing is to receive public comment regarding proposed <br />changes to street names and address numbers because of addresses assigned incorrectly in the past. <br />Mr. Hartley noted that at this time the City Building Official, Mr. Glyn Huff, is responsible for <br />reviewing and approving address assignments. <br /> <br />City Building Official, Glyn Huff, stated that as he understands it, it in the past there was no <br />designated person at the City to review and confirm address assignments which resulted in <br />inconsistencies being dealt with today. Mr. Huff stated that the City is attempting to correct these <br />inconsistencies by taking action to change the addresses and the City realizes that this does present <br />a hardship to the property owners. Mr. Huff explained that there is a grid system used throughout <br />the County for assigning street names and address numbers. That grid system is used by <br />emergency services to locate addresses in the County. If the address and numbering system does <br />not coincide with the grid system, emergency services will encounter problems in trying to locate <br />addresses. Mr. Huff explained that four digit numbers are to be assigned to East-West streets and <br />five digit numbers are to be assigned to North-South streets. This procedure is difficult to <br />implement when roads meander and therefore inconsistencies in assigning addresses and street <br />names do result. Mr. Hartley noted that these inconsistencies existing in Ramsey have been <br />brought to the attention to the City by the Post Office, the Police Department and 911 Central <br />Communications. Mr. Huff referred to the problem at Neon Street N.W. and stated that the plat <br />for that area was recorded with a street name of Lithium Street N.W.. however the street sign <br />erected in the area indicates Neon Street N.W. The City has two options; either change the street <br />sign to coincide with the recorded plat or adopt an ordinance to officially change the recorded street <br />name from Lithium Street N.W. to Neon Street N.W. Mr. Huff noted that changing Lithium <br />Street N.W. to Neon Street N.W. would require an ordinance and would be acceptable because <br />either the Lithium or Neon would coincide with the grid system. <br /> <br />Public Hearing/July 24, 1990 <br /> Page 1 of 3 <br /> <br /> <br />
