A) Review Calendar of Events

Mr. Hartley noted that on the special City Council agenda for July 31, 1990, there will be a case to
receive a petition for the extension of sewer and water to a parcel of property at the junction of
Highway #47 and County Road #5. A second item to be scheduled on the July 31, 1990 Council
agenda will be the purchase of recycling containers.

Motion by Councilmember Peterson and seconded by Councilmember Pearson to schedule a
special City Council meeting for Tuesday, July 31, 1990 at 5:00 p.m. to review a request for the
extension of sewer and water and purchase of recycling containers.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Pearson, Cich and
DeLuca. Voting No: None.

B) Four in Forty Density Zoning

Councilmember Pearson stated that he has been contacted by a resident of the City wishing to
subdivide his 12 acre parcel by metes and bounds because of hardship. Mr. Hartley stated that he
would have to review the specifics of the case to determine if it would qualify as a hardship. Mr.
Hartley also noted that on the face of the issue, the property owner would not be able to subdivide
12 acres in the rural area because of four in forty density zoning.

Mr. Hartley stated that also in conjunction with four in forty density zoning, there have been a
couple of instances where FHA loans have been denied for properties in the City of Ramsey. Mr.
Hartley stated that based on the City's action to implement four in forty zoning there is no
justification whatsoever to deny FHA loans in Ramsey and he is pursuing this with the Metro
Council.

C) Fire Department

Councilmember Pearson stated that he has received very favorable comments regarding Ramsey's
Fire Department and its equipment.

ADJOURNMENT

Motion by Councilmember Cich and seconded by Councilmember Peterson to adjourn the regular
City Council meeting.

Motion carded. Voting Yes: Mayor Reimann, Councilmembers Cich, Peterson, DeLuca and
Pearson. Voting No: None.

The regular City Council meeting adjourned at 10:25 p.m.
Respectfully submitted,

Sylvia Frolik
Secretary

City Administrator

City Council/July 24, 1990
