proposed in the Society's contract, Finance Officer Ashley has estimated that based on the number <br />of service calls provided to the City in the previous year, the same services for the upcoming year <br />will represent a 318% cost increase. Mr. Auspos stated that he has researched the cost for animal <br />control service from private contractors and has found that the Humane Society's terms are not <br />unrealistic. Police Chief Auspos also noted that the City of Blaine is initiating a joint powers effort <br />with surrounding communities to develop and staff a facility for animal control. Mr. Auspos stated <br />that he feels the cost to participate in that joint effort will be close to what the contract with the <br />Anoka Humane Society would cost. Mr. Auspos recommended entering into a contract with the <br />Anoka County Humane for animal control services. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to direct City Staff <br />to explore options available for animal control services. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson, Cich and <br />Pearson. Voting No: None <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to continue to <br />contract for the present with the Anoka County Humane Society beginning August 1, 1990 at an <br />estimated cost of $1,432.00 per month and after the options are considered and a decision is made, <br />if applicable, exercise Clause 8 of the contract which allows for termination after a 30 day written <br />notice. Further, that said contract shah only be entered into after a review and approval by the City <br />Attorney. <br /> <br />Motion carded. Voting Yes: Councilmembers Pearson, Peterson, Cich and DeLuca. Voting No: <br />None <br /> <br />Case //15: Council Salaries <br /> <br />Mr. Hartley stated that as in the past he is providing City Council with the opportunity to review <br />the City Council salaries prior to a municipal election. To aid in that review, he provided City <br />Council with a survey of Council salaries conducted by the association of metropolitan <br />municipalities. Mr. Hartley stated that the reason for reviewing Council salaries at this time is that <br />the City Charter and other State Statutes require that any increases and compensation for Council's <br />shall not become effective until after the next municipal election. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to not make any <br />adjustments to the existing salaries for members of the Ramsey City Council. <br /> <br />Further Discussion: Mr. Hartley stated that an ordinance is required to make any changes to the <br />level of the City Council's compensation or benefits. Mr. Hartley noted that the insurance benefits <br />for City Council is currently established at a dollar figure; if the Council chooses to tie their <br />insurance rate to an escalating factor, it would have to be done so by ordinance. Mayor Reimann <br />noted that the cost of health insurance to City Council escalates just as it does for regular City Staff <br />and that should be appropriately addressed in order that City Council can receive these same <br />insurance benefits as City Staff. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Cich, and Pearson.
