It was noted that Section B of Attachment 1 recommends changing the use of Neon Street N.W. to <br />what is recorded on the plat as Lithium Street N.W. Mr. Hartley stated that City Staff is changing <br />its recommendation to retain the use of the name Noen Street N.W. and adopt an ordinance to <br />change Lithium Street N.W. to Neon Street N.W. on the plat. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to direct City Staff to <br />draft an ordinance changing Lithium Street N.W. to Neon Street N.W. <br /> <br />Further Discussion: It was noted that one of the three homes affected by this ordinance will also <br />have to have a house number changed from a four digit number to a five digit number. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #2: Consider Revocation of Transfer of Motor Vehicle Sales <br /> License to 7207 Highway #10 N.W. <br /> <br />Sylvia Frolik explained that a transfer of a motor vehicle sales license was issued to 7207 Highway <br />#10 N.W. which is not a valid address in the City of Ramsey because the subject property is a <br />vacant lot and address numbers are not issued until a building permit is applied for. In addition, <br />the subject property is zoned I-1 Industrial and motor vehicle sales is not a permitted use in that <br />district. City Staff is recommending revocation of said transfer of motor vehicle sales license. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to revoke the motor <br />vehicle sales license issued to John Hayward at 7207 Highway #10 N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #3: Report on Bison Street N.W. <br /> <br />City Engineer Peter Raatikka recalled that at the last City Council meeting, residents of Golden <br />Eagle Estates presented objections to Bison Street N.W. being constructued with two cul-de-sacs. <br />Those objections were based on opinions that not constructing Bison Street N.W. with two cul-de- <br />sacs would impact the traffic count through Golden Eagle Estates. Mr. Raatikka stated that per <br />Council's direction, City Staff has researched the options presented by the residents of Golden <br />Eagle Estates for alleviating the traffic impact. The first option was posting 171 st Avenue N.W. at <br />Bison Street N.W. as a no-through street. Mr. Raatikka stated that this option would not be <br />practically enforceable. The second option was installing a series of stop signs to discourage <br />traffic through Golden Eagle Estates. Mr. Raatikka stated that in his opinion the second option <br />would also be a problem from an enforcement standpoint. The third option consisted of <br />developing another outlet to the south of golden Eagle Estates. Mr. Raatikka stated that the third <br />option would not be practical because the road would have to be constructed through the Trott <br />Brook floodway. The fourth option was to install speed bumps. Mr. Raatikka stated that the <br />City's insurance carder has recommended against such action and it has not been the City policy to <br />install speed bumps. Mr. Raatikka stated that with respect to the current status of the Bison Street <br />N.W. Improvement Project, the 60 day waiting period has ended and one of the cases on tonight's <br />Council Agenda includes ordering Plans and Specifications for that project. Mr. Raatikka stated <br />that City Council made the decision to construct Bison Street N.W. with two cul-de-sacs based on <br />the fact that the City did not have all of the right-of-way necessary to construct Bisons Street N.W. <br />as a through street and in that segment where the right-of-way was not acquired, there is also a low <br />area which would require additional construction considerations. <br /> <br />City Council/July 24, 1990 <br /> Page 6 of 14 <br /> <br /> <br />
