Case //9: Consider Removal of the North Forty Development Agreement from <br /> the Anoka County Public Record <br /> <br />City Attorney Goodrich stated that in response to a letter and petition received from the residents of <br />the North Forty dated July 24, 1990, he is recommending that the City take action to have the <br />North Forty Development Agreement removed from the Anoka County Public Record. Mr. <br />Goodrich noted that with the removal of the development agreement from the public record, the <br />City will retain the 75' utility easement as shown on the plat. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to authorize the City <br />Attorney to prepare the appropriate document to cause the August 15, 1988 development agreement <br />recorded with the Anoka County Recorder affecting the North Forty Plat to be removed from the <br />County Recorder's records and to direct the Mayor and City Administrator to sign said document <br />as prepared by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmember Cich, Peterson, DeLuca and <br />Pearson. Voting No: None <br /> <br />CITIZEN INPUT <br /> <br />John Ploeger, 15640 Juniper Ridge Drive, Ramsey - John inquired if the City has any plans for <br />developing the park located at approximately Roanoke Street N.W. and 155th Avenue N.W.. <br /> <br />Mayor Reimann referred Mr. Ploeger to the Park Commission. <br /> <br />Mr. Hartley noted that the City is considering a park bond issue this fall which would include <br />improvements in many parks. Mr. Hartley stated that there will be a meeting on August 29, 1990 <br />of the Park Bond Committee to discuss issues to be included on the proposed bond. <br /> <br />Jim Gilbertson, 17930 Ermine Street N.W., Ramsey - Jim stated that he was of the understanding <br />that the airport was voted down at a special referendum and now he has heard that the airport is still <br />up for consideration and inquired as to the status of it and Waste Management. <br /> <br />Mr. Hartley replied that at the last regular City Council meeting, the City Council voted three to <br />two to continue processing an application for airport improvements and to seek approval from FAA <br />for funding. <br /> <br />Jim Gilbertson stated that he was of the understanding that airports and landfills are not compatible <br />land uses and he cannot understand why the airport is still a live issue when the people voted it <br />down. Mr. Gilbertson stated that he is also opposed to City Council continuously granting <br />extensions to the landfill and never listening to the public. <br /> <br />Mr. Hartley suggested that Mr. Gilbertson obtain a copy of the City Council minutes so that he can <br />understand why the Council voted the way they did. <br /> <br />Officer Ed Egly - representing Anoka Police Department and the D.A.R.E. (Drug Abuse <br />Resistance Education) Program. Mr. Egly stated that he administers the D.A.R.E. Program and <br />provided City Council with copies of materials that are provided to the children participating in the <br />classes. Mr. Egly explained how the children are instructed to resist drugs and what program <br />rewards and incentives are offered to the children. <br /> <br />City Council/August 28, 1990 <br /> Page 6 of 14 <br /> <br /> <br />
