Mr. Warden stated that Ace <br />Sanitation would provide the City with those statistics. Mr. Hartley asked Mr. Warden if after six <br />months, when the participation level is known, could the $4.75 bid to do the billing be negotiated <br />to a lesser amount. Mr. Warden stated that the $4.75 bid was based on 25% of the households <br />participating. If Ace did the billing and payment was guaranteed on 100% of the households, he <br />could see no problem with negotiating the fee. <br /> <br />Motion failed. Voting Yes: Councilmember Cich. Voting No: Mayor Reimann, Councilmembers <br />DeLuca, Pearson and Peterson. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to fund the <br />recycling program for the first six months using the money from the Landfill Tipping Fee Fund <br />and prior to March 31, 1991, City Staff will research software, staffing and price negotiations to <br />determine how the rest of the year is to be funded and award the contract to Ace Sanitation for <br />$1.15. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers Peterson, DeLuca, Cich and <br />Pearson. Voting No: None. <br /> <br />Case #10: Consider Change Order for Central Park <br /> <br />Merland Otto stated that City Council had authorized the work on two softball fields in Central <br />Park and allocated up to $100,000.00 for the improvement. He informed the Council that the <br />preliminary cost estimate was for approximately $91,000.00 and that the bids came in at a lower <br />amount. As part of the grading project, in order to try to balance cut and fill, the material was <br />spoiled in such a way as to achieve the grading for the soccer field. Both the softball fields and a <br />soccer field have been created under the current contract. The irrigation for the soccer field was not <br />included as immediate concern for that field was not expressed. Mr. Otto also stated that the actual <br />contract was awarded for $72,508.92 and that he has since requested a cost to extend the irrigation <br />system to include the soccer field. He has received a cost estimate totalling $8,578.00. He feels <br />this is a reasonable bid and he recommends Council approve adding this to the project. Mr. Otto <br />also stated that the contractor would start irrigation tomorrow if this case was approved at tonight's <br />meeting. <br /> <br />Bev Swanson was present and was called on for her input regarding seeding the fields. She <br />explained the procedure for seeding, fertilizing, etc. and informed the Council that she has 60 to 65 <br />volunteers to help with the project. She stated that time is critical as the seeding season is nearing <br />an end and the germination might not be as good as at a better planting time. She said her <br />volunteers were willing to work hard, but they probably wouldn't be able to get the seeding and <br />everything done by themselves and without the bigger equipment. She mentioned she had spoken <br />with a gentleman who does seeding for a sod farm and he quoted her a price of $900.00 to do the <br />seeding. Ms. Swanson elaborated on how RYAA is run on volunteers and they are a non-profit <br />organization. There was a 32% increase for fall registration and they're hoping to break even due <br />to elevated costs of uniforms, etc.. She said RYAA is willing to get money together, hopefully <br />$400.00 and they are hoping City Council would authorize the donation of $500.00 from the City <br />to RYAA to pay for the labor for the professional man to do the seeding which will take him about <br />eight hours and there is no estimate on the time it would take the volunteers to do it or an estimate <br />on how well the seed will take hold. Ms. Swanson stated again that her volunteers would do the <br />ag lime and fertilizer. Ms. Swanson thanked City Council for the money they allocated for the new <br />softball fields. <br /> <br />Discussion ensued regarding how much it would cost if all the work was contracted out and also <br />how many pounds of seed per acre is recommended. <br /> <br />City Council/September 25, 1990 <br /> Page 15 of 20 <br /> <br /> <br />
