Mayor Reimann stated he had no problem giving the $500.00 to RYAA to get the job done
properly.

Medand Otto stated that maybe the contractor would do the entire job (seeding, fertilizing, etc.) for
a price near the $900.00.

Ms. Swanson stated the volunteers can do all the other work and the only thing she wants money
for is to get the seeding done.

Mr. Hartley commented that he feels it is important for people in the community to take part and be
involved.

Motion by Councilmember Pearson and seconded by Councilmember DeLuca to spend $500.00
donated by the City and $400.00 donated by RYAA to get the seeding done on the new fields in
Central Park.

Further Discussion: Councilmember DeLuca asked what if the person who is going to do the
seeding decides the job should be $1,200.00 versus $900.00 since nothing is in writing at this
point.. Ms. Swanson stated that she'd have him sign a contract stating that $900.00 is the fee he
expects for the services rendered. The ballfields will be seeded at 200g per acre and the volunteers
will do the mulching, fertilizing, etc. Mayor Reimann thanked Bev Swanson for RYAA's
donation of the $400.00 and also the donation of time and remarked on the good job she is doing.

Motion carded. However, not all the residents who signed up for
this program have been served and the contractor, Outside Services, estimates an additional 76
hours will be required to complete this year's program. Ms. Ashley explained that the City
Council approved a total amount for this program of $24,000.00 and the contract was awarded for
an amount of $20,000.00. With the additional time requested, the amount is increased from
$20,000.00 to $22,850.00 which is still under the budgeted amount of $24,000.00. Ms. Ashley
stated that staff recommends the chipping service contract be increased to an amount not-to-exceed
$23,000.00 to assure all residents that signed up for the program are served.

Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt Resolution
g90-09-320 authorizing an increase in the contract for the brush chipping services to an amount
not-to-exceed $23,000.00.

Motion carded.
