Case //3: Request for a Conditional Use Permit to Construct and Operate a <br /> Manufacturing/Retail Facility in the B-1 business District; Case of <br /> C&L Canvas Crafts, Stephen J. Franta <br /> <br />Mr. Franta was present. <br /> <br />Mr. Jankowski stated that Mr. Franta of C&L Canvas Crafts has requested a conditional use permit <br />because the area he wants to build his manufacturing/retail facility is not zoned for manufacturing. <br />He will also be storing some of his manufacturing materials and some of his products outside the <br />building. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Findings of <br />Fact 0281 relating to Mr. Franta's request for a conditional use permit to conduct manufacturing <br />operations in a B-1 Business District. <br /> <br />Further Discussion: Upon inquiry, Mr. Franta stated that the outdoor storage mentioned in the <br />proposed conditional use permit would be concealed behind a solid fence such as a redwood fence <br />or something on that order. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to approve Mr. <br />Franta's request for a conditional use permit to conduct manufacturing operations in a B-1 <br />Business District contingent upon compliance with the conditions of the site plan permit. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers Cich, Peterson, DeLuca and <br />Pearson. Voting No: None. <br /> <br />Case #5: Consider Adoption of Ordinance Reducing Tipping Fees at the Mixed <br /> Municipal Solid Waste Landfill <br /> <br />Mr. Goodrich stated that an ordinance had been introduced which, if adopted, would reduce the <br />tipping fee paid to the City by 60% if the landfill operator reaches a minimum daily average of 185 <br />tons of fill deposit, figured on a monthly basis. <br /> <br />Mr. Hartley stated that he had received additional information with regard to this case. He stated <br />he was asked to find out from Hennepin County the number of tons of residue from the RDF Plant <br />that was deposited at the Anoka Landfill. He stated he received a report from Mr. Glen Kaas from <br />NSP, indicating that 35,000 tons per year of residue go to the Anoka Landfill. The other <br />information he received pertained to the permit for operating the RDF Plant. That permit is now <br />being considered by the City of Elk River. It requires all residue or rejects from the RDF Plant to <br />be deposited at a sanitary landfill that has a liner and a leachate collection system. The affect of that <br />is this waste should not be coming to the City of Ramsey. He asked that this additional <br />information be used to make a decision with regard to this ordinance. <br /> <br />Mr. Don Otter of Waste Management was present and stated that although the landfill has the <br />reverse of a leachate collection system, they are putting a cap on the project and a groundwater <br />pump out system. He also stated that he was not familiar with the permit Mr. Hartley referred to. <br /> <br />Mr. Hartley answered that he is referring to a permit for the RDF Plant, the high power burning <br />facility and also a permit with the Anoka Cooperative group that works with Hennepin and Anoka <br />Counties. <br /> <br />City Council/September 25, 1990 <br /> Page 7 of 20 <br /> <br /> <br />
