CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, October 9, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, regarding Improvement <br />Project//90-27 (PIN 25 32 25 31 0003). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attomey William Goodrich <br />City Engineer Steve Jankowski <br />Consulting Engineer Peter Raatikka <br /> <br />Members Absent: Councilmember Richard Cich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:15 p.m. <br /> <br />PRESENTATION <br /> <br />Consulting Engineer Peter Raatikka stated that Improvement Project//90-27 includes extending <br />sewer and water main up to the property at the intersection of County Road 5 and Highway 47. <br />The estimated cost for the project includes $36,100.00 for sanitary sewer, $13,350.00 for water <br />main and $7,400.00 for contingencies. The construction cost is estimated at $56,650.00. Adding <br />in overhead, the total project cost is estimated at $74,000.00. <br /> <br />The project cost will be allocated based on the area served. There are two other parcels which will <br />benefit from the sewer and those would be assessed when those parcels develop. The property at <br />County Road 5 and Highway 47 would pay approximately 61% of the project cost, or $32,510.00 <br />for the sewer and $19,700.00 for the water. <br /> <br />The proposed assessment for the property at 5 and 47 is estimated at $52,210.00. In addition, the <br />parcel would pay trunk costs for 66 rec's, which amounts to $27,786.00 for sewer and <br />$61,676.00 for water. The total assessment for the property would be $114,742.00. The actual <br />project cost is $73,000.00 and the balance of the funds would go for trunk facilities. The <br />estimated annual assessed cost of the project is $17,781.48. <br /> <br />The project schedule includes receiving the feasibility study on August 28, conducting the public <br />hearing on October 9, ordering plans on October 9 and approving plans on November 13. Bids <br />could be received in November and construction could begin in December of 1990 with completion <br />scheduled for June of 1991.
