Further Discussion: Council did note that they would be agreeable to waiving the requirement for <br />50% other than metal exterior on the expansion. City Engineer Jankowski referred the Council to <br />the Site Plan Analysis prepared by Sylvia Frolik. This Site Plan Analysis summarizes <br />requirements and standards enforced on business expansions in Ramsey within the last two years. <br />Mr. Jankowski noted that in only two of those cases were the requirements for blacktopping <br />waived because the two applicants were planning additional expansions in the very near future. <br />Six other cases were required to pave and two of those were also located on an unimproved street. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case # 3: <br /> <br />Introduction of an Ordinance Amending Chapter 9 of the City Code <br />Relating to Adult Use and Other Provisions Affecting Land Use. <br /> <br />Acting Mayor Peterson noted that the Planning and Zoning Commission met on October 22, 1990 <br />to review the proposed Ordinance Amendment. The Planning and Zoning Commission met until <br />10:30 p.m. and did not complete their review. They scheduled another meeting for October 29, <br />1990 to complete their review and recommendations on the Ordinance Amendment. Acting Mayor <br />Peterson advised that the City Council schedule a special Council meeting for October 30, 1990 to <br />act on the recommendation of the Planning and Zoning Commission. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to table Introduction of <br />an Ordinance Amending Chapter 9 of the City Code Relating to Adult Use and Other Provisions <br />Affecting Land Use until a special City Council meeting on October 30, 1990 at 5:30 p.m. at City <br />Hall. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case # 4; <br /> <br />Waste Management of Minnesota, Inc. Request for a Conditional Use <br />permit for It Yard Waste Compost Facility. <br /> <br />Acting Mayor Peterson noted that the applicants are not present and have requested that the Case be <br />tabled until later in the evening. <br /> <br />Refer to Page 13 for further action. <br /> <br />Case # 5: Request for Application Approval to Operate a Pawn Shop at 6131 <br /> Highway 10 N,W,; Case of Ralph Nissen, Ralph's Guns land Pawn, <br /> <br />Police Chief Auspos stated that Ralph Nissen has applied for a license to operate a pawn shop. <br />Mr. Auspos stated that the application fee has been paid and the investigation has been completed. <br />Mr. Auspos recommended approval of Mr. Nissen's request for a license contingent upon <br />installation of exit lights at the facility and payment of the $1,500.00 annual license fee. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to approve Mr. Ralph <br />Nissen's request for a license to operate a pawn shop for a term to expire one year after issuance <br />contingent upon meeting the requirement for exit lights and payment of the $1,500.00 annual <br />license fee. <br /> <br />City Council/October 23, 1990 <br /> Page 7 of 18 <br /> <br /> <br />
