Case # 8: CoDsider Resolution Regarding HUD/FHA Loans in the Rural Area, Mr. Hartley stated that City staff is requesting that Council adopt a resolution requesting FHA to relax their requirements that prohibit approval of FHA loans. Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Resolution g90- 10-340 requesting relief from the Federal Housing Administration's (FHA) requirement to meet the Metropolitan Council General Rural Use Density Policy. Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca and Cich. Voting No: None. Absent: Mayor Reimann. Case #9: Consider Agreement for Building Inspection Services with the City .of St. Francis. Mr. Hartley stated that the City of St. Francis is requesting that the City of Ramsey provide them with approximately 12 hours per week of licensed building official services on a regular basis. Mr. Hartley stated that, in his opinion, the City of Ramsey cannot afford to be without Mr. HufFs presence or services for 12 hours per week on a permanent basis. Motion by Councilmember Cich and seconded by Councilmember DeLuca to table action on St. Francis' request for building official services on a part-time basis and request that City Building Official Glyn Huff be present at the next Council meeting to discuss the issue. Further Discussion: Councilmember Pearson inquired as to who would be held responsible if the Building Official of the City of Ramsey made a wrong decision while on duty in St. Francis. Mr. Goodrich confirmed that liability is also one of Mr. HufFs concerns. Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca and Cich. Voting No: None. Absent: Mayor Reimann. Case #10; Review Opportunities for Financing the Construction of a Public Works Garage and/or Police Department, Mr. Hartley stated that, in his research, he has found that an Economic Development Authority (EDA) can be used as a means to finance a public works facility in Ramsey. Mr. Hartley recommended that the City Council appoint a subcommittee to research the possibility of establishing an EDA and if so, what the composition of the EDA should be and what the affect will be on the City's Economic Development Commission. Motion by Councilmember DeLuca and seconded by Councilmember Cich to establish a committee to review the establishment of an Economic Development Authority. Further Discussion: Councilmembers DeLuca and Pearson volunteered to serve on the Economic Development Authority Committee. Motion carried.
