Case /ti.l: Consider Joint Powers A~reement for Representation on the Fiscal <br /> Disparity Issue. <br /> <br />Mr. Hartley stated that, again, as in the past three years, there is a group of cities that are similar in <br />composition and amount of fiscal disparities they receive that are joining forces to fund a lobbying <br />effort to protect themselves from legislative changes affecting the fiscal disparity method of <br />distribution of benefits within the Metro area. That group has requested funding support from the <br />City of Ramsey in the amount of $1,750.00. Mr. Hartley stated that he has also talked with Mr. <br />Ron Jerich who is currently working with Anoka County on the issue of fiscal disparity and he <br />has indicated that the interest of the City of Ramsey is already protected by his lobbying efforts. <br />Mr. Hartley advised that Council table action on funding for lobbying on fiscal disparity issues <br />until after the election. At that time, Council should consider requesting that Charlie Weaver, <br />representing the joint powers for Anoka County communities, and Ron Jerich, representing the <br />Anoka County lobbying effort, be present to make presentations to City Council. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to table action on <br />consideration of the proposed Joint Powers Agreement for representation on the fiscal disparity <br />issue until the special City Council meeting scheduled for November 20, 1990. Further, that City <br />staff should request that Ron Jerich be present at the November 20, 1990 Council meeting to <br />review Anoka County's efforts with regard to fiscal disparity. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #12: Policy for Playground Equipment Surfacing. <br /> <br />Mr. Otto stated that the City Attorney has informed City staff that recent court decisions indicate <br />that the City is better protected from liability exposure when decisions are based on formal policies. <br />To the extent possible, the City should adopt policies, particularly in regard to safety or potential <br />safety problems. Pursuant to Mr. Goodrich's advice, a resolution has been drafted which outlines <br />the City's policy regarding treatment of playground surfaces. The policy indicates that whenever <br />the City purchases park equipment, it will be installed with resilient surfacing before it is open for <br />public use. The policy also states that as public dollars are available, the City will install resilient <br />surfacing under playground equipment at existing parks. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt Resolution 4/90- <br />10-341 establishing a park playground equipment surfacing policy. <br /> <br />Further Discussion: Mr. Otto stated that he does not have an up-to-date inventory of existing park <br />equipment, therefore, he does not know what the cost will be to retrofit existing parks. <br />Councilmember Cich requested that Park Utilities Coordinator Mark Boos draft a report that will <br />provide cost projections on how much it will cost the City to install resilient surfacing under <br />existing park equipment and how much it will cost to install resilient surfacing under park <br />equipment projected for future installation. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None.
