Case #13: Adopt Resolution Approving Plans and Snecifications and Ordering <br /> Advertisement for Bids for Improvement Project g90-29. <br /> <br />Mr. Otto stated that plans and specifications have been prepared for improvements at River's Bend <br />Park. The proposed improvements are to be funded with CDBG dollars which previously hadbeen <br />used for an economic development revolving loan fund which is now defunct. The City has until <br />December 31, 1990 to use the $27,000.00 in CDBG funds previously allocated for the economic <br />development revolving loan fund. Mr. Otto noted that pursuant to a previous City Council <br />discussion, he has performed some research and determined that a weather shelter would not <br />qualify for CDBG funding as it would benefit the entire community and not just senior citizens and <br />handicapped persons. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt Resolution g90- <br />10-342 approving plans and specifications and authorizing advertisement for bids and to obtain <br />quotes on remaining items of work for Council consideration for Improvement Project g90-29. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #14; Adoption of Ordinance Amending the Number of the City Code of the <br /> City of Ramsey and Adding a Chapter itled "General Provisions". <br /> <br />Mr. Hartley stated that an ordinance has been drafted and introduced to renumber the Ramsey City <br />Code to make it more understandable. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Ordinance <br />#90-22, amending the numbering of the City Code in the City of Ramsey and adding a chapter <br />entitled, "General Provisions". <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case # 1: Request for Site Plan Review of Sunfish Business Center. Case of <br /> Wayne Johnson. North Lake Properties. Inc. <br /> <br />Mr. Bill Dubats was present, representing Wayne Johnson of North Lake Properties, Inc. <br /> <br />Ms. Frolik stated that North Lake Properties, Inc. is requesting site plan approval to construct an <br />office/manufacturing facility on Lot 3, Block 1, Ramsey 67, Industrial Park, First Addition. The <br />facility would be developed in two phases and this particular site plan approval would apply to the <br />first phase which consists of ten manufacturing/office units consisting of 16,990 square feet and an <br />accessory structure. At this point, there are two outstanding issues. The first issue is that the City <br />has not yet received Anoka County's approval of the proposed drainage plan for the site. The <br />second issue is that Phase One includes ten loading docks and although accommodating one semi <br />trailer would be workable, no simultaneous use of loading docks by semi trailers would be <br />possible. <br /> <br />City Engineer Jankowski stated that the applicant has developed a similar facility in Maple Grove <br />and upon talking to one of the tenants, he has found that on occasion there are deliveries made by <br />semi trailers and they are able to manuever on the property. Mr. Jankowski stated he also talked to <br />City staff at Maple Grove and they indicated that their code is similar to the City of Ramsey's, but <br /> <br />City Council/October 23, 1990 <br /> Page 11 of 18 <br /> <br /> <br />
