they allowed this development to happen and have not noted any problems with that particular <br />facility with respect to semi trailer traffic. Mr. Jankowski stated that, based on his research, he <br />withdraws his original objections to the trailer maneuvering space proposed at this facility. <br /> <br />Mr. Dubats stated that the developer has been in contact with Anoka County and it seems they are <br />taking a firm position about zero additional water burden in their ditches. This particular facility <br />may be required to construct a retention pond on site. At this point, Mr. Dubats requested that the <br />City Council approve the proposed site plan contingent upon resolving the drainage issue with <br />Anoka County. <br /> <br />Mr. Goodrich stated that the City's approval with a contingency would have to depend on the <br />degree to which the site plan will be changed in order to provide a retention pond. <br /> <br />Mr. Dubats indicated that there is not enough construction season remaining to develop the <br />proposed facility and stated that the applicant would be agreeable to tabling this case until the <br />drainage issue is resolved. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to table the request of <br />North Lake Properties, Inc. for site plan approval of Sunfish Business Center. <br /> <br />Motion carded. Absent: Mayor Reimann. <br /> <br />The City Council recessed at 9:05 p.m. Acting Mayor Kenneth Peterson called the City Council <br />meeting back to order at 9:23 p.m. <br /> <br />Case #15; Joint Powers Contract for Mutual Fire Aid Protection. <br /> <br />Mr. Hartley stated that the City of Ramsey will soon have its own fully-functional Fire Department <br />and this puts before the City a need to enter into contracts with other communities for mutual aid <br />fire protection. There are two options before the City. The first is to enter into a Joint Powers <br />Agreement with all the communities in Anoka County for mutual aid fire protection. The second <br />option is to enter into a special agreement with the Anoka-Champlin Fire Department for a <br />continued level of service. That continued level of service would cost the City $300.00 per hour <br />for the first hour and $100.00 per hour after that. The Joint Powers Agreement with other <br />communities is one of mutual response. The Anoka-Champlin Fire Department is also a party to <br />that Joint Powers Agreement and if Ramsey entered into that Joint Powers Agreement, Anoka <br />would be obligated to respond to Ramsey calls without the compensation they would have received <br />if the City had entered into a separate agreement with them. Mr. Hartley noted that the next <br />meeting of the Anoka-Champlin Fire Department is scheduled for October 24, 1990 and they are <br />requesting Ramsey's decision regarding their proposed agreement. <br /> <br />The Ramsey Fire Chief has indicated that if the Anoka-Champlin Fire Department were to <br />compensate the City of Ramsey for responding to their calls, he would have no problem with the <br />proposed agreement. The other members of the Fire Department feel that the standard Joint <br />Powers Agreement with other communities in Anoka County is all that is required. Assistant Fire <br />Chief Steve Morrison and former Fire Chief Bruce Hoeke were present and substantiated that they <br />feel the Ramsey Fire Department is ready to function on its own with the assistance available <br />through a Joint Powers Agreement with other communities in Anoka County. <br /> <br />City Council/October 23, 1990 <br /> Page 12 of 18 <br /> <br /> <br />
