Motion by Councilmember Pearson and seconded by Councilmember DeLuca to indicate that the <br />City will not enter into an agreement with the Anoka-Champlin Fire Department for mutual aid fire <br />protection and will enter into a Joint Powers Agreement with Anoka County communities for <br />mutual aid fire protection. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case # 4: Waste Management of Minnesota, Inc. Reqeust for Conditional Use <br /> Permit for a Yard Waste Compost Facility. <br /> <br />Mr. Goodrich noted that Mayor Reimann is still not present at the meeting and Waste Management <br />of Minnesota is requesting that their request be tabled until there is a full Council present. <br /> <br />Councilmember Cich inquired as to the reason for the activity at the landfill during evening hours. <br /> <br />Steve Kollodge of the Anoka Sanitary Regional Landfill was present and stated that their site has <br />been requested to remain open later in the evening by Hennepin County and the RDF plant so that <br />they can bring additional waste into the site. Mr. Kollodge stated that the RDF plant is not <br />operating from 6:00 a.m. to 12:00 p.m. and in order to make up for that, they are processing waste <br />from 12:00 p.m .until evening. In addition, Hennepin County has found it necessary to route <br />some of their waste from the Brooklyn Park transfer station to the landfill in Ramsey. Mr. <br />Kollodge states that he expects the extended hours will continue throughout the week and possibly <br />into November. Mr. Kollodge noted that the site is only accepting waste from 7:00 a.m. until 8:00 <br />p.m. which is in accordance with the conditional use permit. <br /> <br />Mr. Douglas Fountain--15255 Garnet Street N.W.--stated that the landfill is not ceasing operations <br />at 8:00 p.m. because he has observed activity in the landfill until 8:55 p.m. <br /> <br />Mr. Kollodge stated that there were not any semi tracks doing any unloading after 8:00 p.m. After <br />8:00 p.m., Mr. Fountain may have observed scrapers applying the daily cover to the active face. <br /> <br />Mr. Fountain inquired as to why Hennepin County is depositing material from the Brooklyn Park <br />transfer station in Ramsey. <br /> <br />Mr. Kollodge replied that Hennepin County has reported problems with the incinerator in <br />Minneapolis and is therefore diverting their waste because of that. Mr. Kollodge noted that it <br />appears that by the increased incoming volume at the landfill that the intent behind reducing the <br />tipping fee to get that additional fill into the site is being realized. <br /> <br />Refer to Page 14 for further action. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />Councilmember Pearson noted that he has received another letter from Mrs. Batson regarding <br />drainage problems in Sorteberg 6th Addition and she is requesting a response from the City <br />Engineer. City Engineer Jankowski stated that he has met with Anoka County regarding the <br />drainage issue at Sorteberg 6th Addition. In addition, he has prepared calculations and forwarded <br />them to the County with the conclusion that the revised drainage plan for Sorteberg 6th Addition <br />will limit run off to pre-existing conditions.
