Mayor Reimann arrived at 9:50 p.m. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to direct City staff to <br />forward letters of appreciation to those organizations and persons that volunteered their services <br />toward the development of additional ball fields at Central Park. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Abstained: Mayor Reimann. <br /> <br />COUNCIL BUSINESS (Continued) <br /> <br />Case # 4: <br /> <br />Wit~te Management of Minnesota. Inc. Request for a Conditional Use <br />permit for a Yard Waste Compost Facility. <br /> <br />Mr. Kollodge of Waste Management of Minnesota, Inc. was present and stated that since the <br />Council's last review of this request for a Conditional Use Permit, the proposed location for the <br />compost facility has been relocated to the west of the originally proposed location so it is now one- <br />quarter mile away from the nearest residence. The size of the proposal has been reduced from <br />23,200 tons to 10,000 tons. The size of the wind rows have also been reduced so that Waste <br />Management's proposal is now directly in conformance with Rutger's Low Level Method of <br />Composting. Mr. Kollodge stated that Waste Management is proposing to initiate operations <br />utilizing a front end loader and is agreeable to purchasing a wind row machine if volume warrants <br />it. <br /> <br />Mr. Merland Otto noted that the proposed relocation of the compost facility locates it wholly within <br />site P and takes away the City's concern with setting a precedent by allowing such a use in the site <br />P buffer area. Mr. Otto noted that with the revisions to the compost facility proposal described by <br />Mr. Kollodge, City staff at this point is more comfortable with the proposal. However, this is not <br />to say that there may not be concerns with respect to odors, especially with the mixture of grass <br />clippings and leaves. Mr. Otto noted that the proposed conditions in the Conditional Use Permit <br />put fairly tight restrictions on Waste Management. He explained that any offending odor causing <br />material would have to be removed within 48 hours. City Council proceeded to review the <br />proposed Findings of Fact. <br /> <br />Councilmember DeLuca suggested that Waste Management consider setting a schedule for mining <br />wind rows on Monday through Thursday so as not to expose residents to offending odors on the <br />weekends. <br /> <br />Mr. Douglas Fountain--15255 Garnet Street N.W.--stated that it has been brought to City <br />Council's attention that there is a health issue to be discussed with respect to production of <br />aspergillus fumigatus. <br /> <br />Ms. Becky Lemke--Hunter's Hill--stated that she has contacted Peter Strong at Rutger's University <br />regarding the effects of aspergillus fumigatus. Becky stated that Mr. Strong indicated that there is <br />no good information available on the effects of aspergillus fumigatus and studies will not be <br />available on that subject for approximately one and one-half years. Becky noted that aspergillus <br />fumigatus does produce a disease that affects major organs and she feels it is something that the <br />City should take into consideration. <br /> <br />City Council/October 23, 1990 <br /> Page 14 of 18 <br /> <br /> <br />
