Mr. Terry Miller stated that any health hazards to workers on the site will be addressed under <br />Federal law and whatever health measurements are needed will be provided. <br /> <br />The consensus of the City Council was as follows: <br /> <br />That Item #45 of the proposed Findings of Fact should indicate that the proposed <br />use will not be unduly dangerous. <br /> <br />That Item #46 of the proposed Findings of Fact should state that the proposed use <br />may adversely impair the use, enjoyment or market value of any surrounding <br />property. <br /> <br />3. That Item #47 from the proposed Findings of Fact be deleted. <br /> <br />That Item #48 of the proposed Findings of Fact should indicate that the proposed <br />use will be designed and operated so as to be harmonious and appropriate in <br />appearance with the existing or intended character of the general vicinity. <br /> <br />o <br /> <br />That Item #49 of the proposed Findings of Fact should indicate that the proposed <br />use may be disturbing to existing or future neighboring uses. <br /> <br />o <br /> <br />That Item #50 of the proposed Findings of Fact should indicate that the proposed <br />use may be hazardous to existing or future neighboring uses. <br /> <br />7. That Item #51 of the proposed Findings of Fact was deleted. <br /> <br />° <br /> <br />That Item #52 of the proposed Findings of Fact should indicate that the proposed <br />use will be served adequately by essential public facilities. <br /> <br />o <br /> <br />That Item #53 of the proposed Findings of Fact should indicate that the proposed <br />use will not create excessive additional requirements at public cost. <br /> <br />10. <br /> <br />That Item #54 of the proposed Findings of Fact should indicate that the proposed <br />use may be detrimental to the economic welfare of the community. <br /> <br />11. <br /> <br />That Item #55 of the proposed Findings of Fact should indicate that the proposed <br />use will involve uses, activities, processes, etc. that may be detrimental to any <br />persons, property or the general welfare by reason of excessive production of <br />traffic, fumes and odors. <br /> <br />12. <br /> <br />That Item #56 of the proposed Findings of Fact was amended to indicate that the <br />proposed use will be consistent with the intent and purposes of Chapter 170.013D <br />(Conditional Use Permits) of the City of Ramsey Code. <br /> <br />Motion by Councilmember DeLuca and seconded by Mayor Reimann to adopt Findings of Fact <br />#0282, as amended, relating to the proposed compost facility. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Mayor Reimann, Councilmembers <br />Pearson, DeLuca and Cich.
