Mr. Terry Miller stated that any health hazards to workers on the site will be addressed under Federal law and whatever health measurements are needed will be provided. The consensus of the City Council was as follows: That Item #45 of the proposed Findings of Fact should indicate that the proposed use will not be unduly dangerous. That Item #46 of the proposed Findings of Fact should state that the proposed use may adversely impair the use, enjoyment or market value of any surrounding property. 3. That Item #47 from the proposed Findings of Fact be deleted. That Item #48 of the proposed Findings of Fact should indicate that the proposed use will be designed and operated so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity. o That Item #49 of the proposed Findings of Fact should indicate that the proposed use may be disturbing to existing or future neighboring uses. o That Item #50 of the proposed Findings of Fact should indicate that the proposed use may be hazardous to existing or future neighboring uses. 7. That Item #51 of the proposed Findings of Fact was deleted. ° That Item #52 of the proposed Findings of Fact should indicate that the proposed use will be served adequately by essential public facilities. o That Item #53 of the proposed Findings of Fact should indicate that the proposed use will not create excessive additional requirements at public cost. 10. That Item #54 of the proposed Findings of Fact should indicate that the proposed use may be detrimental to the economic welfare of the community. 11. That Item #55 of the proposed Findings of Fact should indicate that the proposed use will involve uses, activities, processes, etc. that may be detrimental to any persons, property or the general welfare by reason of excessive production of traffic, fumes and odors. 12. That Item #56 of the proposed Findings of Fact was amended to indicate that the proposed use will be consistent with the intent and purposes of Chapter 170.013D (Conditional Use Permits) of the City of Ramsey Code. Motion by Councilmember DeLuca and seconded by Mayor Reimann to adopt Findings of Fact #0282, as amended, relating to the proposed compost facility. Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Mayor Reimann, Councilmembers Pearson, DeLuca and Cich. Voting No: None. The City Council proceeded to review the proposed Conditional Use Permit.
