The consensus of the City Council was that the zoning east of Sunfish Lake Boulevard and south
of the railroad tracks should be changed to B3.

Mr. Hartley stated that the Planning and Zoning Commission has also recommended that the
Planning and Zoning Commission remain as the Board of Adjustment, rather than the City
Council serving in that function.

The consensus of the City Council was that they should continue to review conditional use permit
applications, but the Planning and Zoning Commission should continue in its function as the Board
of Adjustment for variances. The City Council would serve as the Appeals Board for variances.

Mr. Hartley stated that another recommendation of the Planning and Zoning Commission has to do
with exterior storage. The Commission has recommended that in the Business Warehouse,
Industrial and Rural Industrial Districts, exterior storage as an accessory use should be permitted
and exterior storage as a principal use should require a Conditional Use Permit. Mr. Hartley noted
that the Ordinance has also been written to require that any business that includes outdoor display
of merchandise for sale or rent would require a Conditional Use Permit.

The City Council was not in favor of having all businesses that include exterior merchandise
displays go through the Conditional Use Permit process. The City Council indicated that it would
be appropriate to implement stronger controls on businesses that include exterior display of
merchandise, but a Conditional Use Permit should not be required.

ADJOURNMENT

Motion by Councilmember Pearson and seconded by Councilmember Cich to adjourn the special
City Council meeting.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson and Cich.
Voting No: None. Absent: CouncilmemberDeLuca.

The special City Council meeting adjourned at 6:55 p.m.

Respectfully submitted,

Sylvia Frolik
Planning Assistant

David Hartley
City Administrator

City Council/November 8, 1990
