Mr. Karst answered that every morning a maintenance person does a basic mechanical test. <br /> <br />Ms. Sharon Watson added that the MPCA requirements ask for a test only every five years and <br />Mr. Karst is agreeing to a yearly test. <br /> <br />Councilmember Cich inquired about degreasing transmissions, etc. <br /> <br />Mr. Karst stated that they did not degrease the parts, however, with the temperature of the <br />furnaces, the oil is totally burned. <br /> <br />Councilmember Cich stated his concern regarding a holding tank for oil. <br /> <br />Mr. Karst stated there is no excess oil, only residue and that oil is not really a problem He <br />explained that with the afterburners, there will be no excessive odor either. He also stated that the <br />language in his present CUP states no dismantling of engines and transmissions. That process is <br />handled at the Rogers location. <br /> <br />Councilmember Cich inquired if the excessive smoke report in 1989 and the five incident reports <br />and the one complaint this year were for the same thing. <br /> <br />Mr. Otto stated it was with regard to open burning. He explained that Mr. Karst put in heat <br />sensors and new bags in the furnace. Since December 5, 1989 there were only two incidents until <br />three weeks ago. Then there were three more incident reports within three days. <br /> <br />Councilmember Peterson expressed his concern regarding the mention of disassembling being <br />done on Lots 2 and 3. The incident referred to was of an employee cutting up feedstock next to <br />fuel tanks,etc. He asked if that procedure is continuing. <br /> <br />Mr. Karst stated that the new CUP states that disassembly is permitted within an opaquely <br />screened area or within the building. <br /> <br />Mr. Goodrich, City Attorney commented that City Council should review items #29 through 37 of <br />the Planning and Zoning Findings of Fact as the language does not pertain very well to the issues <br />discussed and that they should be reviewed and a decision made on each item individually. Mr. <br />Goodrich proceeded to read these items and the following changes were made. Item #29 reads <br />"That the proposed use will... "and it is changed to read "That the proposed use may .... <br />Consensus was that Items "30 and 31 read okay. Item #32 is being deleted. Item #33 reads That <br />the proposed use will not be a substantial improvement.., and it will be changed to "That the <br />proposed use will be an improvement..." Item #35 reads okay. Item #37 reads "That the <br />proposed use will involve uses, activities, processes, materials and equipment and conditions of <br />operation that will be detrimental to any persons, property or the general welfare by reason of <br />excessive production of traffic, noise, smoke, fumes, glare or odors" and it will be changed to read <br />"That the proposed use will involve uses, activities, processes, materials and equipment and <br />conditions of operation that may be detrimental to any persons, property or the general welfare by <br />reason of production of smoke, fumes or odors. Item #37 reads okay as is. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt Findings <br />of Fact #0284 (as amended) relating to Danny's Aluminum Processing, Inc.'s request for a <br />conditional use permit to expand an aluminum recovery and processing business. <br /> <br />Motion carried.
