Mr. Otto outlined the changes in the new CUP. He stated Mr. Karst must install afterburners for <br />each melt furnace to minimize particulate opacity. They will be installed within six months. With <br />regard to Item #6, VOC's could be stricken after the installation of afterburners. <br /> <br />Councilmember Peterson stated he believes Mr. Karst has a "handle" on the issues that need <br />addressing, however, he feels Mr. Karst should be granted a temporary CUP for a year, then <br />review it and if there are no more complaints or incidences and the aforementioned issues are taken <br />care of, then Council could go from there. <br /> <br />Mr. Goodrich stated there is no such thing as a temporary CUP. The Council needs to rely on the <br />conditions set forth and the reviews. <br /> <br />Councilmember Pearson felt the CUP should be granted with a review in six months to a year. <br /> <br />Mr. Goodrich stated that if the conditions are not met, revocation procedures could begin. <br /> <br />Mr. Karst stated that he was in agreement to each item being inspected and Council receiving a <br />report on it. <br /> <br />Councilmember Peterson stated he is still concerned about the method of operation. <br /> <br />Mayor Reimann asked if it was the wishes of City Council to issue the permit and have it reviewed <br />in six months. The afterburners would be installed by then and also the electrical work would be <br />done. <br /> <br />Councilmember Peterson stated he was concerned with the problem of equipment being used <br />properly and also the supervision. <br /> <br />Mr. Karst stated from midnight to 7:00 a.m., there are only two people working at the shop and <br />there is really no dismantling that goes on at that time. He restated that the employee that was a <br />problem is no longer working for Mr. Karst. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to approve Danny's <br />Aluminum Processing, Inc.'s request for a conditional use permit to be reviewed at the same time <br />as the site plan Mr. Karst will be submitting in March, 1991. <br /> <br />Further discussion: Councilmember Pearson stated that he feels Mr. Karst is working hard to <br />clean up the place and also that he has made major improvements. <br /> <br />Motion carried. Voting No: <br />Councilmember Peterson and DeLuca. <br /> <br />Case #3: <br /> <br />Request for a Conditional Use Permit for a Compound Type Facility <br />to Include a Commercial Dog Kennel and More Than One Residential <br />Structure on a Lot of Record; Case of Charles Delaney <br /> <br />Zoning Administrator Sylvia Frolik gave the background on the family owned business known as <br />Armstrong Ranch Kennels. She stated that the kennels have expanded and there currently exists, <br />on the site, the original Armstrong homestead which now serves as a summer cabin, the home of <br />Charles and Loral I. Delaney and the home of their daughter. She explained that the addition of <br />residences on the property were not facilitated through any subdivision of the property nor were <br />there any building permits issued by the City of Ramsey. She commented that how it came to be <br />that there are now three residential structures on one lot of record is a mystery.
