Enclosed please find a copy of the "Notice of Proposed
Property Tax for 1991" we recently received in the mail. As you can see, it is
not an increase for just the City of Ramsey, the County of Anoka, or the School
District, but an increase for each of you.

I do not understand how any of you can justify this increase for the individual
people of Anoka County. There is no possible way that we, as middle class
people, can afford this kind of an increase. As you know, the cost of living is
rapidly increasing. Unfortunately, it hurts the individual people in a way that
we cannot do much about.

We are honest, hard working people, but unfortunately, we cannot afford this
increase. Please do not raise these taxes and put this burden on the individual
who cannot afford it. It is tough enough to make ends meet!
