happened while acting as the City's agent, and what about
pre-existing conditions, death benefits, etc.? He felt those
should be looked Into after the first of the year.

Mr. Hartley also informed those present that the salaries have been
established for the flrefighters. They are paid quarterly at a
rate of $5 per call and drill.

COMMITTEE APPOINTMENTS - 1991

Deputy Mayor Peterson explained the appointments to committees are
made at the first Council meeting of the year. Nominations and
motions are made. If the Counci~members-Elect have a particu]ar
committee they would like to serve on, they should make their
wishes known. The Personnel Committee meets frequent]y; Roads and
Bridges meets quarterly or whenever needed; the Budget Committee
generally begins its meetings in August.

Deputy Mayor Peterson asked for comments on his suggestion to have
the Council be Involved in labor negotiations with the unions. The
past Council chose not to become involved. Possibly a committee
could be set up to do the negotiations. After some discussion, the
general consensus was that the Council should be directly involved
in the negotiations, the feeling being it will create a better
relationship between the Council and City personnel. Mr. Hartley
stated he would then ]et the present negotiators know their
services will no longer be required because the negotiations will
be done In-house.

The meeting was recessed, 7:20; reconvened at 7:22 p.m.

Councilmember-Elect Beyer wanted to see the non-union members
be made part of the union to eliminate the division that exists
now between the two groups.

~IRPORT COMMISSION

Deputy Mayor Peterson stated the Airport Commission has not been
meeting. The EPA Is coming out with new guidelines for landfill
sitings, and he understands airports are going to be discussed in
the document. This item will need to be addressed on one of the
first Agendas in January. Mr. Hartley summarized the existing EPA
standards for landfills and airports, and cautioned that a possible
effect If the City takes action to discourage or discontinue the
airport could be the siting of a landfill.

SPECIAL CITY COUNCIL/DECEMBER 5, 1990
