<br />Mayor Strommen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #13-02-029 <br /> <br />RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br />AGREEMENT WITH ANOKA COUNTY TO RECEIVE 2013 SCORE FUNDS <br /> <br />WHEREAS, <br /> Anoka County annually receives funding from the Solid Waste <br />Management Coordinating Board and the State of Minnesota pursuant to Minn. Stat. § <br />115A.557. This funding is provided by the Select Committee On Recycling and the <br />Environment (SCORE). <br /> <br />WHEREAS, <br /> in 2013, Anoka County will distribute the SCORE funds amongst <br />municipalities using the following formula: a base allocation of $10,000 plus $5.00 per <br />household. <br /> <br />WHEREAS, <br /> the City of Ramsey’s allocation of base SCORE funds for 2013 <br />would be $50,505.00. <br /> <br />WHEREAS <br /> , the City of Ramsey is eligible for up to an additional targeted <br />program funds to focus on activities such as monthly drop-off events (up to $15,000.00), <br />municipal parks recycling (up to $6,000.00), and community event recycling (up to <br />$6,000.00). <br /> <br />WHEREAS, <br /> the Anoka County Board of Commissioners annually sets recycling <br />goals for municipalities to achieve; and <br /> <br />WHEREAS <br /> , the City of Ramsey’s recycling goal for 2013 is 2,205 tons. <br /> <br />WHEREAS, <br /> Anoka County wishes to assist municipalities in meeting the <br />recycling goals established by the Anoka County Board of Commissioners by providing <br />SCORE funds to municipalities for solid waste recycling programs; and <br /> <br />WHEREAS, <br /> the SCORE funding can be and previously has been used to <br />implement various components of the City’s recycling program including: recycling and <br />waste reduction education and awareness activities, notifying new residents of Ramsey’s <br />recycling program, spring and fall recycle day events, and to fund the recycling <br />coordinator position; and <br /> <br />WHEREAS, <br /> in order to receive SCORE funds, the City of Ramsey must enter <br />into a Residential Recycling Program Agreement with Anoka County. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />
