CITY COUNCI~ <br />PUBLIC HEAPING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, February 13, 1990 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding proposed Improvement Project #89-I5 (Dolomite Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Merland Otto/Hakanson Anderson Associates <br />Finance Officer Sandra Ashley <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:13 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Otto stated that the project area includes one commercial propert3, and the capability to <br />provide 7, and possibly 8, urban residential lots. The project consists of extension of <br />sewer and water and reconstruction of Dolomite Street from 138th Avenue (Front Street) to <br />137th Avenue. A 7 ton street section (4" gravel with 3" mat) is proposed because there will <br />be commercial traffic on the street. The total project cost is estimated at $74,500 in addition <br />to water and sewer trunk costs estimated at $82,700. The total number of units to be <br />~ssessed is one commercial unit and 7 (possibly 8) residential units. The project <br />assessment for the commercial unit is estimated at $18,758.39, amortized over a 10 year <br />period for an annual cost of $2,922.54. The remainder of the costs, $55,741.61, would be <br />assessed to the 7 (possibly 8) residential units. On a 7 unit basis, the per unit assessment is <br />estimated at $7,963.09, amortized over a 10 year period for an annual cost of $1,240.64. <br />This per unit assessment to the residential units would be less if it is determined that there is <br />the capability for 8 urban residential lots. The sewer and water trunk costs would be <br />$1357.00 per residential connection, amortized over a 10 year period for an annual cost of <br />$211.42/year. There is also a $600 Service Availability Charge that would be incurred <br />when each of the residential units connect to the system. The project schedule is such that <br />60 days following this public hearing, Council can order plans; the specs would be <br />submitted to Council for approval on May 22; bids could be received and a contract <br />awarded on June 22; construction could begin in July with project completion in <br />September; assessment hearings to review final costs would be in September; the first <br />payments would be due with real estate tax submittals in May of 1991. <br /> <br />CITIZEN INPUT <br /> <br />Steve Blakemore - 13659 Dolomite Street N.W. - Requested clarification on the 7 or 8 <br />residential units. <br /> <br />City Council Public Heating/February 13, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
