Mr. Otto replied that it appears as though one property was counted as one unit but it
appears that it has the potential for an east/west lot split when sewer and water are extended
to the area; that lot split would increase the units to be assessed from '7 to [4.

Steve Blakemore submitted a petition to Mayor Reimann signed by persons opposing the
proposed project.

Mayor Reimann received the petition.

Steve Blakemore - Stated that the petition for the project was initiated by a person thru ov,'ns
3 lots who is seeking to improve, split and sell the lots. The lots in the neighborhood were
or/ginal]y platted as large lots; it will not do the neighborhood any good to have some urban
size lots with 90 foot frontages next to larger tots; this project goes against Ramsey's image
of a country setting. Steve Blakemore also stated that he does not believe the benefit he
would receive would match a $16,000 assessment and that he could prove this in
assessment hearings. Steve stated that the cost of the project is going to be much higher
than what the City wilt be able to assess. The proposed project will benefit one individual
that owns three lots and the rest of the residents want nothing to do with city sewer and
water. Steve stated that he cannot see where it is in the City's best interest to pursue a
$160,000 project to benefit so few.

Chuck Inderieden - State that he is one of the owners of Super Bowl and feels that the
proposed project will enhance one individual. Chuck Inderieden noted that the Super
Bowl's vacant lot has been used for 12 years as basically drainfield and there are no plans
for that lot other than a parking lot. Chuck stated that he doesn't feel the assessment
matches the ~nefit and he will oppose the assessment. He also stated that if there were lot
splits, he doesn't feel the lots would be marketable because nobody would want to live so
close to a church and bowling center. Mr. Inderieden stated that this project benefits one
individual at the expense of others.

Don Hassler - 6660 Hwy. #10 N.W. - Stated that two years ago he spent $4,000 and
upgaded his septic system and he would not receive any benefit from the extension of
sewer down 137th Avenue.

Brad Jenson - 6711 137th Avenue - Stated that he is the individual that petitioned for the
extension of sewer and water to this area. Brad Jenson noted that Don Hassler would not
be financially affected by the project right away. Brad stated that he feels the project would
improve the neighborhood.

ADJOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn
the public hearing.

Motion carried, Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

The public hearing adjourned at 7:30 p.m.

Respectfully submitted,

Sylvia Frolik
Planning Assistant

Dagffd Hartley
Cit3, Administrator

City Council Public HearinghZebruary 13, 1990
Page 2 of 2
