Andries Hillebregt - Inquired as to who is paying thc cost to relocate Bison Street into it's <br />correct location. <br /> <br />Mr. Raatikka stated that the surveying costs are part of the construction cost. <br /> <br />John Andefley - Stated that years ago the City entered into an agreement to cover the cost of <br />repositioning the road into it's correct location. <br /> <br />Mr. Raatikka stated that records indicate that there is road right-of-way in place. <br /> <br />Andries Hillebregt - Stated that Anoka County indicates that the road right-of-way is private <br />easements. <br /> <br />John Andefley - Requested that City Council reconsider doing the project with Bison Street <br />as a cul-de-sac. <br /> <br />Randy Keyser - 16967 Bison Street N.W. - Stated that all the plats being developed in the <br />area will benefit from Bison being constructed as a through street and yet their assessments <br />are lower than the assessments will be in Project 90-13; the benefit factor should be added <br />to the assessments of properties in other plats. Randy inquired if other developments that <br />occur in the furore will have to pay towards the paving of Bison as a through street. <br /> <br />Mr. Raatikka stated that developments are required to pay for streets within their <br />subdivision. <br /> <br />Terry Miller - Stated he purchase Lot 8 one year ago and did so because Bison Street was a <br />dead end road with no through traffic. Terry stated that there are other ways in and out of <br />the area without constructing Bison as a through su'eet. Terry requested that the City <br />consider an alternative to constructing Bison as a through sureet. <br /> <br />Mr. Raatikka stated that following this public hearing, the citizens have 60 days to petition <br />in favor of or opposed to the project. <br /> <br />Andries Hillebregt - Inquired if the residents will be notified of the Council's decision to <br />proceed with the project as proposed or with a cul-de-sac. <br /> <br />Mayor Reimann stated that the project will proceed as presented this evening. <br /> <br />Andries Hillebregt - Stated that his original petition for blacktop included constructing <br />Bison as a cul-de-sac and that petition was ignored. Andries inquired if the City is going to <br />check into any of the comments made by the public this evening. <br /> <br />Mr. A1 Shallbetter - Stated that he also submitted a petition during a City meeting that also <br />reportedly got misplaced. <br /> <br />Mr. Hartley noted that City Council has the option to request an amendment to the <br />feasibility study to consider constructing Bison as a cul-de-sac. <br /> <br />City Council Public Hearing/April 24, 1990 <br /> Page 3 of 4 <br /> <br /> <br />
