The consensus of thc City Council was as follows: I) City Staff should attempt to locate those petitions reportedly lost or ignored and provide City Council with copies of therm 2) City Staff should provide City Council with a report of how the Planning and Zoning Commission handled the Bison Street improvement issue and why the first petitions submitted with Bison Street as a cul-de-sac were ignored. 3) City Staff should verify the number of units to be assessed in Project 13 based on claims that Lot #6 is not buildable because it will landlock property behind it. 4) City Staff should check to be sure that there is public road right-of-way in place for improvements to Bison Street. 5) City Staff should research an agreement the City entered into agreeing to pay the cost to reposition Bison Street into it's correct location. 6) City Staff should provide City Council with a report regarding the role of Bison Street in the City's overall thoroughfare plan. 7) City Staff to prepare an amendment to the feasibility study for Project ~90- 13 with Bison Street constructed as a cul-de-sac versus a through street. 8) City Staff to report the results of this further research to City Council at a continuation of the April 24 public hearing and to And.des Hillebregt and John Anderley. Council agreed that they are not agreeing to construct Bison Street with a cul-de-sac but rather requesting further information to be used in malting a decision. Mayor Reimann noted that it is the City's responsibility to correct problems that exist; the Bison Street cul-de-sac is over 600 feet in length and there is an ordinance in place limiting cul-de-sacs to 600 feet. Motion by Councilmember Cich and seconded by Councilmember DeLuca to recess this public hearing until May 22, 1990 at 7:30 p.m. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and Peterson. Voting No: None. The public hearing recessed at 9:18 p.m. City Council Public Heating/April 24, 1990 Page 4 of 4
