CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 24, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project #90-12 (bituminous surfacing of 178th Avenue N.W. and I78th <br />Circle N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reirnarm <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Ha.ffey <br />City Attomey William Goodrich <br />City Engineer Peter Raatikka <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:23 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Raatikka stated that the project includes the plat of Windsorwood and it is <br />proposed to pave the streets of 178th Avenue and 178th Circle. There are a total of 18 <br />units to be assessed. The street construction is typical rural with a 2 inch bituminous mat <br />over 4 inches of gravel. The City would be responsible for any ditch cleaning necessary, <br />installation of drainage pipes, reshaping the street, installation of gravel base and paving the <br />streets with a minimum of 2 inches of asphalt, and clean-up. The homeowner would be <br />responsible for connecting driveways to the blacktop and installing topsoil and seed or sod <br />in the boulevards and ditches. The total estimated project cost is $49,400; assessed over 18 <br />units for a per unit cost of $2,744.44; amortized over 10 years at 9% interest for a per unit <br />annual cost of $427.58. The projected project schedule includes ordering plans in 60 days, <br />in accordance with the City Charter to allow for submission of petitions opposed to and in <br />favor of the project; bids could be received on July 24; construction beginning August 1; <br />construction completion and assessment hearings in September. The first payments would <br />be due in May of 1991 with property taxes; the assessments can be paid with no interest <br />within 30 days of the assessment hearing. <br /> <br />CITIZEN INPUT <br /> <br />Jim Elvine - 9131 178th Avenue N.W. - Noted that the street sign says '178th Street <br />N.W.' and it should be '178th Avenue N.W.'. <br /> <br />Mayor Reimann directed the City Engineer to check on the accuracy of the street sign at <br />178th Avenue N.W. and make corrections accordingly. <br /> <br />City Council Public Hearing/April 24, 1990 <br /> Page 1 of 3 <br /> <br /> <br />
