Mr. Raatikka confn'med that the City is in the process of reviewing errors in street signing. <br /> <br />Jim Elvine - Stated that he was of the understanding that the City would participate in the <br />cost of the project. <br /> <br />Mr. Raatikka explained that there was an ordinance adopted for a change in assessment <br />policy with respect to street projects, That ordinance states that the City will participate in <br />50% of the cost of overlays and second and subsequent sealcoatings. <br /> <br />Jim Elvine - Requested clarification regarding the policy for connecting streets to <br />driveways. <br /> <br />Mr. Raatikka stated that if existing blacktop driveways come within one foot of the <br />roadway blacktop, they will be connected; the homeowner is responsible for connecting <br />driveways that are further than one foot from the roadway blacktop edge. <br /> <br />Jim Elvine - Inquired as to when the lb'st sealcoating would occur. <br /> <br />Mr. Raatikka stated that the policy is to seaicoat every 5-7 years after initial construction. <br />Sealcoating typically costs $200-$300 per unit. The City will participate in 50% of the cost <br />of second and subsequent sealcoatings. <br /> <br />Jim Elvine - Inquired as to why 178th Circle is included in the project if those residents are <br />not in favor of it. <br /> <br />Mr. Raatikka replied that the project must proceed as petitioned for; the petition by the <br />residents included 178th Circle. The 60 day waiting per/od following this hearing allows <br />for submission of petitions in favor of and opposed to the project; the majority petition <br />rules. <br /> <br />Jim Elvine - Inquired as to the status of plans for upgrading Cry. Rd. #83. <br /> <br />Mr. Raatikka replied that Cry. Rd. #83 will be upgraded up to the comer of Baugh Street. <br /> <br />Jim Elvine - Noted that the police rarely patrol the area and on week-end evenings there are <br />many speeders in the area. <br /> <br />City Council d/rected City Staff to follow up on reports of excessive traffic speeds from <br />Cry. Rd. #22 south on Cty. Rd. #83 to 173rd Avenue N.W. <br /> <br />Russell Bumison - 8950 178th Circle - Inquired as to why these improvement are being <br />considered and stated that the road was built to sufficient standards when it was originally <br />constructed. However, it hasn't been maintained in the 12 years since. The asphalt <br />roadway will invite even more high speed traffic violations. <br /> <br />Mayor Reimann stated that the improvements are being considered because the residents of <br />the area petitioned the City. <br /> <br />City Council Public Hearing/April 24, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
