Case #3: Presentation Of Ramsey's Second Year Decentralized Brush <br /> Chipping Program: <br /> <br />Project Manager Jim Gromberg was present to report on proposed changes to the <br />Decentralized Brush Chipping Program to make it more efficient than last year's. Those <br />changes include only accepting participation applications until May 31; dividing those areas <br />of participation into zones and scheduling chipping by zones; City Staff rather than the <br />contractor making contact with the participants to schedule chipping operations; and <br />acquisition of an intern to manage the program during the summer months. <br /> <br />Councitmember Cich directed City Staff to coordinate use of some of the chips with Parks <br />Coordinator Mark Boos. <br /> <br />Jim Gromberg stated that many of the residents want to keep the chips and there may not be <br />a lot of extra chips for use on City parks; however, the boy scout camp has an unlimited <br />amount of material to be chipped and those chips can be used at City parks. <br /> <br />Jim Gromberg noted that in the future, Ramsey may be eligible for a Metro Council <br />equipment grant with which to purchase it's own chipping machines. <br /> <br />Case #4: Request For Final Plat Approval Of Autumn Heights 2nd <br /> Addition; Case Of County Of Anoka: <br /> <br />Mr. Banwan stated that Anoka County is requesting f'mal plat approval to create Autumn <br />Heights 2nd Addition from Lot 1, Block 3 of Autumn Heights. The plat includes two lots; <br />one would be approximately 1.65 acres in size and the other is approximately 21,280 <br />square feet. Anoka County is in the process of requesting a conditional use permit to locate <br />an emergency receiver tower on the smaller lot. The Planning and Zoning Commission has <br />recommended approval of the subdivision. The Park and Recreation Commission is <br />recommending waiving the park de&ication fee in lieu of the subdivision accommodating a <br />radio receiver tower to assist the Ramsey police and fi.re departments. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Resolution 6'90-04-105 approving the final plat of Autumn Heights 2nd Addition. <br /> <br />Motion carried. Voting Yes: Mayor Re/mann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #5: <br /> <br />Request For A Conditional Use Permit To Construct And <br />Maintain An Emergency Radio Receiver Tower; Case of Anoka <br />County Central Communications: <br /> <br />Mr. Banwan stated that Anoka County Central Communications is requesting a conditional <br />use permit to construct and maintain an emergency radio receiver tower in Autumn Heights <br />2nd Addition. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Findings of Fact #271 relating to Anoka County Central Communication's request for a <br />conditional use perm/t for an emergency radio receiver tower. <br /> <br />Motion carried.
