Mr. Banwart noted that the developers are willing to enter into a development agreement to <br />participate in the construction of Tungsten Street when it is improved. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt <br />Resolution #90-05-154 approving the final plat of Park 67 Industrial Park Addition <br />contingent upon the applicant removing the temporary road easement designation and <br />deeding same as road easement to the City with the agreement that it will be deeded back to <br />the property owner at the time Tungsten Street is improved and provides access to Lot 3. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None. Absent: Councilmember Cich. <br /> <br />Case //9: Adopt City Parks Map: <br /> <br />Mr. Otto stated that over a period of time, efforts have been made to develop an overall <br />parks map for the purpose of: a) updating the parks map in the Comprehensive Plan; b) <br />responding to the needs of developers to know where the parks and trails are planned; c) <br />incorporating the trail system the Comprehensive Plan. <br /> <br />Mr. Otto proceeded to review the locations of existing City, Count), and quasi-public areas <br />and those areas proposed for future expansion and additional park space. <br /> <br />Councilmember Pearson noted that if the City adopts the parks map as proposed, it is <br />giving approval to the wail system as proposed and he feels the trail system is a little more <br />than the City can afford. He stated that he is also opposed to trails being imposed on <br />existing developments and reducing lot sizes by 75 feet. <br /> <br />Mr. Otto indicated that if the trail system is to remain a high priority item, it would be <br />difficult to adopt a parks map without it because it is a key element referred to when <br />property is platted. Mayor Reimann indicated that he feels trail systems are an asset to the <br />community. Councilmember DeLuca noted that it may be many years before the trail is <br />developed, but if the land is not preserved now the City will not have the opportunity to <br />have a multi-use trail in the future. <br /> <br />Mr. Otto explained that in undeveloped areas in the rural area where the City is considering <br />trails for multiple uses, 75 feet of right-of-way would be used; in urban areas, 35 feet <br />would be sufficient to accommodate single treadways; in the areas of existing development, <br />some acquisition of right-of-way will be necessary, but consideration will be given to <br />utihzing existing road fight-of-ways on low traffic volume roads. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution g90-05-155 adopting the official parks and trails plan for the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None.
