<br />Kerry O'Rourke - 6232 Rivlyn Avenue N.W. - Mr. O'Rourke stated that Mr. Raatikka assured <br />him that the area would be restored with top soil and the area is now being restored with gravel that <br />was excavated in the area and no topsoil was brought in. Mr. Raatikka stated that he will check <br />into the grade of soil being used in the restoration. Mr. Kiefer indicated that the project called for <br />350 cubic feet of black din and he has not seen any of that material hauled into the area. Mayor <br />Reimann directed Mr. Raatikka to check into the issue of topsoil and not pay for topsoil if it was <br />not delivered. Mr. Newcomb stated that the area is being restored with black sand. <br /> <br />Mavis Anderson - 6221 Rivlyn Avenue N.W. - stated that she is concerned with the slope <br />constructed where her driveway meets the road. Mavis Anderson stated that it is difficult to get in <br />and out of her driveway without hitting the tailpipe of her car. Mr. Raatikka stated that he will <br />inspect the property, but the driveways were constructed with a 10% grade, which is a typical <br />standard. <br /> <br />Mr. Keith Kiefer stated that since the improvement, his driveway now washes out. Mr. Kiefer <br />stated that his driveway was 3 inches below the road and water ran into his driveway, now the <br />water runs into his driveway and back out into the street. Mr. Raatikka stated that the road was <br />lowered. Mr. Hanley stated that the intent is to get the water to flow back into the road, otheru'ise <br />the roads would be flooding the lots. Mr. Hanley directed Mr. Raatikka and Mr. Jankowski to <br />inspect the complaints about driveways and report back to City Council. <br /> <br />Mr. Jack Newcomb requested that Mr. Raatikka and Mr. Hartley check into the severe problem <br />with utility service during the course of this project. Mr. Newcomb noted that the utility <br />companies were notified well in advance of the construction yet there were numerous interruptions <br />of gas and telephone service. Mr. Newcomb again encouraged the City staff to write letters to the <br />utility companies stating the City's dissatisfaction with the service received during the course of <br />construction. <br /> <br />~ <br />'~ <br /> <br />Steve Morton - 6206 Rivlyn Avenue N.W. - stated that he is also having problems getting in and <br />out of his driveway without hitting his tailpipe. <br /> <br />Mr. Newcomb stated that he was away from home for a week and during that time, his gas line <br />was cut. The Fire Department came to his home and fixed the leak. He also lost a day of work <br />because of a heavy rain at a time when the gutters were covered with plastic and he could not get <br />through two feet of water to get out of the area. <br /> <br />Mr. Morton stated that his driveway is also washing out. Mr. Morton also inquired as to whose <br />direction it was to erect all of the stop signs in front of Grosslein's. Mr. Raatikka replied that the <br />State required the installation of stop signs because it is a State Aid Road. <br /> <br />Peter Bilben - 6216 Rivlvn Avenue N.W. - Mr Bilben stated that he is also concerned with the <br />condition of his driveway and he was again without telephone service today. Mr. Bilben stated <br />that in total, he has probably been without telephone service six to seven days during the <br />construction process. <br /> <br />Roger Dickenson - 6150 Rivlyn Avenue N.W. - Mr. Dickenson stated that he tried to help the <br />contractor by giving them a place to dump the excavated dirt and he paid them $600.00 for the fill <br />material that was deposited on his property. Mr. Dickenson inquired as to the width of the road, <br />noting that it used to be 66 feet. Mr. Raatikka stated that the road right-of-way continues to be at <br />66 feet. Mr. Dickenson stated that his complaint is that he did not need the service and did not <br />want the service. Mr. Dickenson said that he has a very good on-site septic system that has never <br />required pumping. He also has a very deep well and he was satisfied at this age to keep on living <br />there with on-site utilities. The City is making it impossible for him to continue to live there. Mr. <br />Dickenson said that he will pay the assessment even though he had thought he had set himself for <br />City Council Public Hearing / September 5, 1990 <br />Page 3 of 4 <br /> <br />M~\ <br />
