Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Resolution ~)0-01-2 designating the 1990 Council Organization. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Council recessed at 7:30 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 7:45 p.m. <br /> <br />Case #2: Administrator Performance Evaluation: <br /> <br />This portion of the meeting was closed to the public and Mr. Hartley's performance <br />evaluation ensued from 7:45 p.m. to 9:45 p.m. <br /> <br />Mr. Hartley dismissed himself from Council Chambers at 9:45 p.m. in order to allow the <br />City Council the opportunity to discuss a contract proposal for the City Administrator <br />position. <br /> <br />At 10:30 p.m., Mr. Hartley and Ms. Frolik were called back into Council Chambers and <br />the meeting was again open to the public. <br /> <br />The City Council proceeded to review the contract proposal that had been drafted for the <br />City Administrator position. The proposal consisted of a 2 year contract with a $1500 <br />increase in annual salary each of the two years; employer contribution to deferred comp <br />equal to 5% of annual salary; an increase in health insurance contributions equal to what the <br />AFSCME unit will be receiving; 15 days of paid vacation annually effective January 1 of <br />each year with a maximum accrual of 25 days vacation. The 'Hours of Work' para~aph of <br />the employment agreement would also be mended by eliminating the last two sentences <br />limiting the employee to 8 hours of personal time off per week and requiring maintenance <br />of a log of hours worked. <br /> <br />Mr. Harfley stated that he will take whatever is offered but noted that the proposal just <br />reviewed would leave him as the lowest paid City Administrator in a group of comparable <br />cities and that his increase would be considerably less than what other Ramsey employees <br />are receiving. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to renew <br />City Administrator David Hartley's employment agreement with the following adjustments: <br />a two year contract for 1990 and 1991; a $1500 increase in annual salary in each of the two <br />years; employer contribution to employee's deferred comp plan equal to 5% of annual <br />salary; health insurance contributions equal to that received by the AFSCME unit; 15 days <br />of paid vacation annually effective January 1 of each year with a maximum accrual of 25 <br />days vacation; and the 'Hours of Work' paragraph amended by eliminating the last two <br />sentences limiting the employee to 8 hours of personal time off per week and requiring <br />maintenance of a log of hours worked. <br /> <br />Motion carried.
