The Planning and Zoning Commission recessed at 8:36 p.m. <br /> <br />Chairman Zimmerman called the regular meeting back to order at 8:58 p.m. <br /> <br />APPROVAL OF PLANNING AND ZONING COMMISSION MEETING <br />MINUTES <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Shumway to approve <br />the following: <br /> <br /> 1. Planning and Zoning Commission regular meeting minutes dated January 2, 1990. <br /> <br />2. Planning and Zoning Commission special meeting minutes dated January 23, 1990. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen, <br />Deemer and Shumway. Voting No: None. Absent: Commissioners Terry and Bawden. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Commission noted the following: <br /> <br />1. City Council special meeting minutes dated January. 3, 1990. <br /> <br />2. City Council public hearing and regular meeting minutes dated January 9, 1990. <br /> <br />3. City Council special meeting minutes dated January 16, 1990. <br /> <br />4. City Council public hearing, and regular meeting minutes dated January 23, 1990. <br /> <br />5. City Council special meeting minutes dated January 24, 1990. <br /> <br />Commissioner Deemer referred to the January 24 City Council meeting minutes and noted <br />that despite the Planning and Zoning Commission's recommendation, street right-of-way <br />width requirements were amended. <br /> <br />Chairman Zimmerman stated his disappointment in the amendment to street width <br />requirements and noted that in all three instances where the issue was brought to the <br />Planning and Zoning Commission, there were unanimous votes to not amend street width <br />requirements. Chairman Zimmerman doubted that the Commission's recommendation and <br />the basis for it was expressed at the City Council meeting. <br /> <br />Mark Banwart noted that the Planning and Zoning Commission recommendation and basis <br />for it were clearly stated in the case submitted to City Council. <br /> <br />A discussion ensued regarding the planning authority for the City being the Planning and <br />Zoning Commission or Community Development Director. <br /> <br />Mark Banwart stated that the staff person is hired by the City to provide a professional <br />viewpoint which may or may not a~ee with that of the Planning and Zoning Commission. <br />It is the obligation of the staff person to provide Council with the Commission's <br /> <br /> Planning & Zoning Commission/February 6, 1990 <br /> Page 3 of 8 <br /> <br /> <br />
