CASE <br /> <br /> PARK USE FEES <br />By: Merland Otto <br /> <br />Background: <br /> <br />Several times at Council meetings and at previous Parks Commission <br />meetings, the question has been raised about whether park use fees <br />should be charged for facilities. At present, the following fees <br />charged are: <br /> <br />$15.00 key deposits (refundable). <br />$5.00 building use fee (non-refundable). <br />$200.00 baseball field, softball field deposit (refundable). <br /> <br />These fees apply to residents and non-residents alike. <br />youth are being served, however, the fees are waived. <br /> <br />If Ramsey <br /> <br />Mark Boos, Parks Coordinator, has reviewed the potential for <br />implementation of a fee structure particularly for softball <br />tournaments. He'll be present at the meeting to discuss this. <br /> <br />We have checked with a number of area communities regarding their <br />fee structure for softball tournaments. They are as follows: <br /> <br />Snoka - $100 per day per complex for residents. $200 per day per <br />complex for nonresidents. $100 deposit. Apply for alcohol permit. <br /> <br />Champlin - Andrews Park (only available field) - $600 for five <br />fields Friday night, Saturday and Sunday with use of old concession <br />stand, three bags of lime and limer and use of lights. $700 for <br />nonresidents. $150 damage deposit and $100 alcohol violation <br />deposit. <br /> <br />Andover - see attached. <br /> <br />Observations: <br /> <br />The softball fields need to be fenced to be sanctioned for <br />tournament play. This is estimated at 1,040 linear feet of fence <br />or a cost of approximately $12,500 per field. <br /> <br />Other than the baseball field, no ball fields are fenced in the <br />City. <br /> <br />Staff Recommendations: <br /> <br />The Commission should review the current policy regarding the use <br />of fields and determine whether any change needs to be made. <br /> <br />commission Action: <br /> <br />Motion to recommend adoption/modification of current use policy and <br />fee structure for park facilities and direct staff to formulate a <br />formal draft policy for final action. <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Dir. <br /> <br />Chief of Police <br />Finance Officer X <br />Public Works Supt. <br />Parks Coordinator X <br /> <br /> <br />
