DRAFT POLICY <br /> <br />PLAYGROUND EQUIPMENT AREA SURFACING <br /> <br />Since nearly 70% of playground injuries reportedly are caused by <br />falls from equipment, the City of Ramsey is concerned with the <br />cushioning properties of playground surfacing at City parks. Many <br />of the playground equipment areas of the City currently have no <br />resilient surfacing, but rather are situated on indigenous sandy <br />soils. <br /> <br />It shall be the policy of the City that all new playground <br />equipment installations be provided with resilient surfacing prior <br />to making the equipment available for use. It shall further be <br />the policy of the City to retrofit existing playground areas with <br />resilient surfacing to the extent that funds permit. It is <br />realized that due to funding limitations, it may require several <br />years to complete the process of upgrading surfacing of existing <br />playground equipment areas. <br /> <br />Suitable resilient surfacing materials are defined as loose sand, <br />pea gravel, bark, wood fiber, rubber mulch or rubber mat systems. <br /> <br /> <br />
